In an increasingly digital world, cities have a powerful opportunity – and responsibility – to use technology not just for progress, but for good. 

Sunderland is leading by example. Recently recognised with the Digital Leaders People’s Choice Award and shortlisted in the Social Transformation category, Sunderland’s Smart City programme is demonstrating how technology and innovation can create meaningful change in communities and improve lives.

Tackling inequality through digital inclusion

At the heart of Sunderland’s transformation is a mission to tackle digital exclusion, ensuring that every resident – regardless of age, background or income – can benefit from the opportunities the digital world offers.

Through the city’s award-winning Digital Inclusion Programme, thousands of people have been empowered with the tools, skills and connectivity needed to thrive. 

From building 30 Digital Health Hubs across the city delivering over 10,000m² of free public Wi-Fi – used over 60,000 times a month – this programme is bridging the digital divide and creating access for all.

Many residents who were previously excluded from online services – whether through lack of devices, connectivity or confidence – are now connected, supported and empowered. Over 1,500 people have been upskilled through training and community-led digital sessions, raising confidence and opening opportunities for residents in a digital era.

Over 1,000 donated devices have been refurbished and redistributed to those who need them most, directly addressing the issue of access to digital equipment, alongside reducing e-waste and its related emissions.

 

Smart, sustainable and inclusive

Connectivity underscores Sunderland’s smart city journey, it’s the bedrock for social, economic and environmental good. Our ambition is to create inclusive communities – using technology as a catalyst for sustainable change.

Sunderland has introduced technology-enabled care across the city, from sensors supporting safe and effective hospital discharge, to monitoring hydration and falls, supporting over 5,500 people to live safely and independently at home to date. 

Meanwhile, innovative programmes like the 5G Innovation Region’s (5GIR) funded projects have driven sustainability and economic growth, while improving safety and operational efficiency.

By prioritising inclusivity, sustainability and innovation, Sunderland’s smart city achievements have fostered stronger communities, improved quality of life and inspired other cities to follow their lead.

Sunderland’s Digital Health Hubs have been instrumental in bringing the opportunity to go online into the heart of local communities. The Hubs have addressed health and digital inequalities, supporting over 11,000 vulnerable people to date. 

Over 284 volunteers have been recruited to foster community participation and boost digital confidence. This has created valuable volunteering opportunities and a pathway into education and employment. 

The city’s launch of a ‘Links for Life’ platform has provided a digital platform for residents and professionals to ‘join the dots’ between communities and services, with over 300 local organisations registered across all sectors. 

The digital transformation across Sunderland is a model that integrates Environmental, Social, and Governance (ESG) values at every level, by:

  • Reducing e-waste and using data to drive sustainable urban planning
  • Empowering underserved communities and building digital confidence
  • Building partnerships across health, housing, education and the voluntary sector to ensure joined-up, community-led solutions thrive

And it’s not just the city council leading this change – Tech Mates and corporate supporters are helping neighbours and communities gain confidence online. A true citywide movement for digital empowerment is underway.

Sunderland’s efforts haven’t gone unnoticed. The city has become a beacon of best practice for other towns and cities looking to tackle digital exclusion and build smarter, more resilient communities, and was named the UK’s smartest city earlier this year by The Times

The UK Ministry of Justice has confirmed new Artificial Intelligence (AI) plans, making it clear that AI is no longer a speculative concept in the justice sector. Soon, it will be a practical force helping to identify prisoners at high risk of violence.

While public and media attention often focuses on a narrow set of applications, such as surveillance, enforcement or fictional scenarios like those in the Tom Cruise film Minority Report, concentrating only on these factors alone risks overlooking AI’s broader potential to improve justice services in more constructive, human-centred ways.

Intelligent self-service tools

We have already begun integrating AI functionality into our existing platforms. For example, our whole self-service platform is being enhanced with chatbots that help users navigate. These tools can answer questions, suggest appropriate next steps and even personalise support. For prison staff, this means fewer routine enquiries and more time spent on higher-value, interpersonal work.

 

Real-time translation

AI is also helping to reduce access barriers in custody settings, where linguistic diversity often creates communication challenges between staff and individuals who speak little or no English. With AI-powered translation now integrated into our systems, we can offer real-time translation, both written and spoken, across almost all languages, including Arabic, Urdu and many others. Such translation solutions not only help staff and prisoners understand each other, but also make key services and support more inclusive.

In international contexts, this capability becomes even more important. We are beginning to deploy systems that allow translated instructions, messages and FAQs to be accessed in the user’s preferred language, increasing engagement and reducing miscommunication at scale. Answers to FAQs can be read by the user or the system can speak the words in the required language.

As with all our AI interfaces, we prioritise plain language and accessibility to ensure tools are usable for people with a range of literacy and digital skill levels.

 

From reaction to prediction

More broadly, AI is helping us shift from reactive models to more predictive, proactive ones. Our AIM (Alert, Intervene, Monitor) platform is designed to identify changes in behaviour patterns that might otherwise go unnoticed. For example, it is able to recognise someone who is regularly attending appointments, avoiding conflict and engaging with rehabilitation programmes and many other factors. These trends can then inform decisions around early interventions, with a focus on supporting progress rather than merely reacting to incidents.

Cities, high streets, parks, offices, shopping centres… the spaces where we live and work can be experienced in many different ways across the day. That same place can also be experienced very differently by different people, depending on factors such as gender, ethnicity, age, disability and class.

Take this recent BYU study, for example, which reveals a stark contrast between men’s and women’s experiences of walking home at night. Using heat maps, the researchers were able to see that while men tended to look directly at focal points of their destination, women focused more on potential safety hazards.

Amsterdam council member Elise Moeskops has described young women are the otters of public spaces. “Otters signal a thriving ecosystem, and women who feel safe make for a city that, well, actually functions properly.”

For decades, there has been growing recognition that inadequacies of urban design reflect long-held patriarchal social beliefs and practices of dominant middle-class culture. According to the UN“In this process of fast urbanization, failure to fully mainstream gender equality into urban planning, legislation and economic development is hindering the inclusiveness of cities and preventing the full integration of women and girls in the economic, social, political and cultural life of cities.”

Fortunately, we are seeing more calls to make women and girls’ experiences of places better all over the world – from responsible architecture to gender-sensitive planning and design. In line with this, new tools, design standards and guidelines are being introduced to reimagine spatial arrangements in a way that has a transformative impact on women’s lives.

Naturally, digital technologies have a fundamental role to play in enabling more inclusive urbanisation. From better safety and mobility to improved health and wellbeing and decision-making, this article explores how some of these tools and frameworks are being used to challenge the status quo and create more equitable public spaces.

The gender data gap

To date, there has been a significant lack of comprehensive and accurate data about women and girls compared to men. While it is not necessarily deliberate, this ‘gender data gap’ is problematic and continues to hinder progress today.

As Caroline Criado-Perez explains in her book, Invisible Women: “One of the most important things to say about the gender data gap is that it is not generally malicious, or even deliberate. Quite the opposite. It is simply the product of a way of thinking that has been around for millennia and is, therefore, a kind of not thinking. A double not thinking, even: men go without saying, and women don’t get said at all. Because when we say human, on the whole, we mean man.”

The lack of data on women means that it is difficult to monitor progress and make truly informed decisions. It is also why we are seeing a rise in gender data collection initiatives, such as this gender-inclusive framework for cities from Change, Data Pop Alliance and Open Data Watch.

The report recognises gender data is critical to informing feminist urbanism and enhancing gender equity in urban spaces; this is due to its role in capturing differences in the status, conditions and experiences of different genders in various aspects of life. A culmination of factors have contributed to the current lack of detailed gender data in municipalities: limited technical expertise, collection mechanisms and resources, a focus on traditional metrics and political and cultural barriers.

Having piloted the initiative in five cities, including Barcelona, Nairobi and Mexico, the authors hope the resulting framework and data collection tool will be used as a blueprint for cities all over the world. Based on SWOT analysis, the framework has been designed to be both scalable and adaptable, “ensuring its relevance to any city globally.”

Other initiatives prioritising the collection of gender-informed data include UN-Habitat’s Urban Girls and Safetipin, which also demonstrate the importance of collaboration and co-design.

Following a series of innovation labs with citizens, stakeholders and local authorities, Urban Girls launched the Her City platform in 2021 to improve the safety of Botkyrka in Sweden. Data was collected through observations, interviews, explanatory walks and safety audits, which was used to redesign the area using Minecraft. Having been proposed to the Mayor of the city and the planning commission, the design is currently being planned for implementation.

Safetipin, meanwhile, collaborates with government and non-government stakeholders in using big data to make public spaces safer and more inclusive for women. With a mission to facilitate 100 cities to become gender-responsible by 2035, Safetipin collects data via digital tools and apps, which is transformed into visual maps to identify problem areas. It is both intended to empower women to make safer decisions, and to inform urban planning decisions.

In Delhi, the map has not only led to new street lighting; the data has been integrated into the Government’s Geospatial database and the Pune Indian Urban Data Exchange, which is designed to facilitate data sharing and collaboration between stakeholders in the city.

Gender-sensitive placemaking

Vienna’s urban planning policies are widely recognised for their commitment to ensuring that the needs of all residents are considered in the design and development of the city. Since the early 1990s it has carried out more than 60 initiatives that have used ‘gender mainstreaming’, including street lighting projects, widening pavements for buggies and designing social housing for women. It has even improved the safety of alleyways with the addition of mirrors.

With women’s safety a growing global concern, there is much to be learned from Vienna’s gender mainstreaming approach – particularly, how thoughtful innovation can transform our perception of spaces. Safety concerns are giving rise to other initiatives, such as Strut Safe in the UK – a free community-driven phone line for women and marginalised groups to call when they are walking home alone – and Monash University’s XYX Lab in Australia, which uses feminist crowdsourcing to highlight safe and unsafe places, and more.

Critically, when considering place-based innovation Monash’s authors note: “Rather than a reactive afterthought, the ideas were future-focused and placed the safety of women at the forefront of the discussion.”

The same applies to safety on public transport, for which Monash has also developed a toolkit. This particular research notes the importance of considering the full breadth of civic diversity within planning, design and policymaking; without full acknowledgement of the intersectionality of gender with other forms of diversity and marginalisation, “inclusion will be limited”.

Data is again pinpointed as having an essential role to play here, for which digital technologies can support in terms of collection, analysis and monitoring. Co-design is also highlighted as a key enabler of inclusive urbanisation – something I have written about here.

AI and public spaces

Of course, artificial intelligence has a central role to play in data collection, planning and design. But this must be done with utmost care and scrutiny, otherwise it risks perpetuating existing gender biases and inequalities. Ultimately, gender-sensitive cities require gender-informed AI that has social validation and public control.

It is why companies such as UrbanistAI are interesting, using their new AI platform to bring citizens and policymakers together to reimagine the places where they live. By enabling participants to collaboratively design new concepts for public spaces and building designs, the tool makes it possible to visualise the real-world implications of policies.

Giz Data Lab, for example, used the platform to highlight the potential transformative impact of urban planning for feminist spaces. This included elements for safety in public spaces such as emergency buttons, cameras, female security personnel and lighting.

Furthermore, the project demonstrated the positive social and cultural impact of inclusive design. The use of feminist artwork and job ads for women were designed to boost self-confidence, send positive messages for cultural identity awareness and help revert economic imbalances through empowerment. While we don’t yet know about the energy implications of services like this, it is an encouraging example of AI being used for good, further reinforcing the importance of responsible innovation, leadership and governance.

Other tools for participatory feminist urban development

Block By Block is probably one of the most well-known tools for urban co-design, enabling communities to reimagine the cities they live in using the video game Minecraft.

It is a collaboration between Minecraft creators Mojang and the UN-Habitat’s Global Space Programme and uses interactive workshops based on manipulating architectural models in Minecraft. While it has broad applicability for increasing public participation in planning, the UN says it has been especially significant for the inclusion of women and girls in policymaking and urban design.

This includes Plan International’s Safer Cities for Girls Programme, as well as the #UrbanGirlsMovement in Sweden, which aims to collect and map good practices to demonstrate how participatory feminist urban development can improve living conditions in society as a whole.

Barcelona’s Smart Feminist City is another example of great practice. By actively putting technology at the service of citizens – whereby they own the data rather than selling citizen data to corporations – it shows the benefits of a truly transparent and participatory approach. To enable this, Barcelona has implemented its own digital platform, Decidim Barcelona (‘We Decide’) to ensure change happens from the ground up and is in a position to challenge patriarchal models.

It is an approach that other towns and cities should explore, in relation to their own context.

 

Cities for all

This article highlights several ways that digital tools and technologies are being used to make places better for women and girls – ranging from data collection methods to gender-sensitive placemaking.

To be able to create truly equitable cities, policy-makers and decision-makers must ensure everyone has equal access to the tools that enable inclusive urban planning – and that the technologies used are built carefully and with diverse user input.

Evaluation tools will have a critical role to play in making the ‘business’ case for gender-sensitive urbanism in future. While some are emerging – such as this project using inclusive AI to measure the quality of inclusive public spaces – data is lacking and there is still much work to be done to quantify the benefits.

If we can get the tools, methods, governance and measurement right, we can start to add them to our approach to creating spaces and places that value all citizens equally; where women feel safe, seen and heard.

To finish with a quote from Caroline Criado-Perez’s Invisible Women: “And so, to return to Freud’s ‘riddle of femininity’, it turns out that the answer was staring us in the face all along. All ‘people’ needed to do was to ask women.”

Like most law-enforcement organizations, Bedfordshire Police, in the UK, faces multiplying crime threats and limited resources to fight them. We need to be effective and efficient in protecting citizens. This means we need to make best use of the public money that funds us, and improve the experiences of the people we serve.

Modern policing needs a modern approach. Today, we’re dealing with more weapons-based violence, gangs, drugs, and cybercrime, and this calls for new ways to protect the public and fight crime. Digital technology has enormous potential to help, as long as we can deploy it swiftly and efficiently.

To modernize Bedfordshire’s approach to policing, we had to change how we approached technology.

Heavy administrative tasks hampered officers’ work, so we needed a way to efficiently return their focus to fighting crime and delivering justice. Everyday frustrations included hours spent redacting personally identifiable information from evidence submitted to the Crown Prosecution Service (CPS) as well as collating and analyzing data to build a case. Then there’s the manpower tied up with guarding crime scenes. All of this is a drain on resources and staff morale.

While we recognized technology’s potential to enhance our work practices, our existing systems needed updating and our internal IT capacity faced some constraints. The traditional process of implementing new solutions—from defining requirements through to deployment and training—often meant that by the time a system was fully operational, business needs had evolved.

We needed a new approach to how technology was delivered.

 

A digital innovation partnership

We met with AWS to discuss how we could approach things differently. We knew we wanted to host any future solutions in a secure, scalable cloud. This is the accepted model in the public sector now—not just to add more servers, but to deploy innovative new capabilities at speed. Visits to other Forces confirmed this as the way forward.

We chose to work with AWS, because it has infrastructure that’s fully compliant with public-sector specifications (such as local data hosting) and is well-proven in a government and judicial context. It also offered access to an extensive pool of solution partners that would help us address modern policing challenges.

We realized we could learn a lot from a company built on agile and innovative solutions. AWS has a culture of innovation. Its processes aligned with our desire to be more responsive—to take a more “programmatic” or solution-oriented approach to policing, supported by the latest digital capabilities. Tools that are instinctively easy to use would also limit the time needed to train officers.

AWS quickly helped us to identify and deliver high-impact digital transformation solutions securely and at speed.

 

Working backwards and officer input

To address the need for fast access to new automation tools, AWS proposed an approach it uses internally—which is to look to the future and think big, but to start small. Its “working backwards” workshops helped cement the idea that if an issue isn’t fully understood, even the best solution will fail. We learned to drill down to identify specific pain points and find practical solutions, rather than devise a pilot and expect it to solve everything.

For example, we needed to rethink demand management in our control room, which faced unsustainable levels of demand—much of which didn’t need a human response. Although we’d introduced a webchat option, this actually created more work. By working with AWS, we devised an AI-based chatbot to help to manage non-emergency public contact, by filtering incoming traffic and signpost users to the best source.

Another approach we adopted was inspired by an apprenticeship program run at AWS. We now hold an annual Dragons’ Den/Shark Tank-style event. It encourages staff at all levels to propose ideas for solutions to transform our work and operational efficiency. The best ideas are shortlisted and the winners put into development. It has really captured people’s imagination. They’ve become part of the solution. Our culture has changed and officers now regularly approach us with new ideas.

 

Far-reaching impact

Working alongside AWS has changed the way Bedfordshire Police approaches innovation and process reinvention. For a long time, policing was about buying. Now, we think in terms of developing solutions. We also ensure all new solutions are intuitive, with no special training needed. That ensures high engagement and adoption, and the result is a much faster impact.

The control room’s AI-based chatbot saves more than 1,500 staff hours per year. Routine queries—concerning animals, fly-tipping, custody, property, civil disputes, to name a few—are automatically routed to the most appropriate source. As 39 percent of chatbot enquiry demand doesn’t need agent input, we can prioritize calls that do require immediate police attention.

The AI-powered digital document-redaction solution is so fast and accurate in redacting personally identifiable information from documents submitted to the Crown Prosecution Service—it takes minutes to complete a job that previously took hours. The AI tool has a human-in-the-loop. Humans set the parameters for the redaction tool, specifying what information it is to detect and redact. Once the redaction is done, humans review the document to ensure compliance. This solution has saved more than 9,000 hours a year, equivalent to almost seven full-time officers. In September 2024, this innovation won the National Police Chiefs’ Council Commissioner’s award at the National AI Awards.

The change of pace in Bedfordshire’s innovation delivery has been huge. The redaction solution was developed in just three months, with enhancements actioned in hours. Seeing that rapid delivery is great for morale. Redaction used to be the biggest source of complaint, but now it is rarely mentioned.

Best of all, officers can do the policing they’re trained for. All this has transformed our ability to protect and serve the public, and supported the delivery of better justice.

 

Keeping citizens safe

Everything we do is geared to better outcomes for citizens. Another way we use AI tools is to collate intelligence faster, and protect vulnerable people more effectively.

In the UK, provisions under the new Domestic Violence Disclosure Scheme give citizens the right to know if their partner has an abusive past. The ability to gather relevant data from different sources means we can now identify potential victims faster and more proactively, and warn them sooner. A multi-agency safeguarding hub (MASH) built on AWS’s cloud infrastructure supports this. We’re working with local authorities to automate and digitalize information, with the aim to integrate up to 65 data sources.

 

Sharing what we’ve learned

Something else we’re proud of is that our innovative new solutions are replicable globally. So another mindset we’ve adopted from AWS is to share what we’ve done.

After all, Bedfordshire Police’s challenges are not unique to our county, or to the UK. All police forces face challenges with demand management, document redaction, scene-guarding, and more. Up to now, our redaction solution has been rolled out across 18 other police forces in the UK. The College of Policing estimates it would save around 7.5 million policing hours a year if adopted nationwide—equivalent to more than 4,000 full-time officers.

Our takeaways are that this isn’t just about harnessing the cloud; it’s about cultural change. That means leaders changing how they think and work.

The significant change Bedfordshire has made to the way it polices, and how we harness technology to support that, isn’t about innovation for its own sake. The real beneficiary is the public. We can now confidently keep pace with increasing crime threats, keeping citizens safe while delivering justice.

Our next goals include leveraging AI to perform tasks currently handled manually by officers and staff, particularly in the research and analysis of the ever-growing volumes of both digital and non-digital data. By utilizing AI for these functions, we believe that Bedfordshire Police will become more productive and strengthen decision-making processes. Currently, research and analytical tasks consume 80 percent of an individual’s time, leaving only 20 percent for decision making. We aim to reverse this ratio, allowing 80 percent of the time to be dedicated to making informed decisions.

Today, the UK Government launched the Civil Society Covenant, committing to the principles of recognition, partnership, participation, and transparency. This initiative appears to welcomely diverge from the launch of the AI Opportunities Plan at the beginning of the year. In a January 2025 Digital Leaders blog, I emphasised that AI could catalyse voluntary sector innovation, provided trust, ethics, and inclusivity remained non-negotiable. However, the civil society seemed to be absent from the AI Plan. I still firmly believe that integrating AI within the Covenant work can enhance community support, safeguard trust, and strengthen democratic oversight for both areas, further supporting public sector reform and ethical economic growth.

 

Recognition and trust

Recognition principle values local insight and innovation. AI tools can assist charities in measuring impact by analysing service uptake, resource allocation, and outcomes. However, opaque algorithms pose a risk of eroding community confidence. As previously noted in my last Digital Leaders blog, AI must be ethical, transparent, and inclusive. Potential action steps include defining clear data governance principles and open-source toolkits, co-designing algorithms with beneficiaries and frontline staff, publishing impact assessments alongside methodologies, establishing ethics review boards with volunteer representation, and increasing VSCE’s involvement in delivering the AI Opportunities plan.

 

Partnership and collaboration

The Covenant’s partnership principle emphasises early collaboration between government and civil society. Shared AI platforms and data toolkits can facilitate co-development. Consider a jointly governed AI dashboard that alerts public bodies and NGOs to emerging advice, redress, or community health trends. Such a platform becomes a hub of shared learning, strategic response, and continuous improvement. This collaborative model accelerates innovation while distributing responsibility and minimising duplication, driving a genuine place-based approach and ideas to be exported elsewhere?

 

Participation and empowerment:

The Covenant underscores the importance of community participation in decision-making processes. Human-centric AI design mitigates alienation, ensures relevance, and builds trust. For instance, a charity collaborating with clients to develop an AI-driven case-management system can guarantee that the tool captures lived experiences rather than solely relying on funding metrics. This collaborative approach not only promotes acceptance but also uncovers hidden community needs and emerging requirements for enhanced prevention and early intervention. It demonstrates that stakeholder engagement throughout solution design, coupled with the creation of consumer-focused products for broader export, can yield positive outcomes.

 

Transparency and accountability:

Transparency is paramount in decision-making processes. Charities adopting AI through the Covenant process can disclose code logic, data provenance, and decision criteria, particularly when determining funding or service eligibility. Civic-tech platforms that leverage AI to summarise needs while maintaining accountability can be instrumental in this regard. Open auditing mechanisms can promptly identify biases and facilitate corrective actions. Voluntary organisations can emulate this approach, inviting community oversight and regulatory review.

In my previous blog, “Digital Leaders,” I highlighted the crucial role of VSCE organisations in fostering sector-wide trust in AI. With the publication of the Covenant, we anticipate the emergence of co-funded AI capacity-building programmes for charities to scale expertise and resources. Moreover, the Covenant will empower the public and private sectors to play a more significant role in strengthening public trust.

 

Conclusion: A shared civic future

The Covenant’s case studies showcase evidence-based partnerships that deliver tangible impact. AI can further amplify these successes by enabling real-time monitoring, predictive analytics for resource allocation, and adaptive programme management under ethical guidelines. By integrating qualitative feedback with quantitative metrics, AI-driven partnerships can continuously refine service delivery.

The Civil Society Covenant envisions a re-balancing of power, genuine partnerships, and collective responsibility. The AI Opportunities Plan had a vision of data-driven tools, personalised support, and innovative capacities, all underpinned by ethics, transparency, and inclusion but not for the VSCE sector. If combined, these elements can create a potent synergy: AI becomes the driving force behind a Covenant-driven civic ecosystem, delivering improved outcomes, strengthening democracy, and fostering deeper community connections.

Achieving this vision requires the proactive integration of participatory governance, explainable AI, and inclusive design from the outset. When aligned, AI does not pose a threat to civil society; rather for me, it emerges as its most formidable ally.

As we take a summer break, lets spend a moment to reflect on AI’s rapid development and to plan for its thoughtful and strategic implementation for the rest of the year.

What a year it’s been. From the boardroom to the factory floor, digital leaders have had to grapple with questions that seemed abstract just a few months ago. The conversation has evolved dramatically—we’ve moved beyond asking “What can AI do?” to wrestling with “How do we implement AI responsibly at scale while delivering real value?”.

Having spent many hours this year with executives, CIOs, and transformation leaders, I’ve watched pilot projects mature into enterprise initiatives. I’ve seen the excitement of early wins and the sobering reality of implementation challenges. Most importantly, I’ve witnessed a fundamental shift in how we think about AI—from a fascinating technology to a business driver that demands serious strategic consideration.

As we approach the summer break, I would like to share my perspective on the opportunities and challenges of delivering AI-at-scale. Consider this my manifesto—a distillation of what I’ve learned, what I believe, and what I think matters most as we navigate AI’s disruptive force.

 

The reality check: AI is relentless pragmatism, not magic

Let me start with the hard truth I’ve been sharing in every senior leadership conversation: You must get beyond viewing AI as a new kind of technological wizardry. It is relentless pragmatism applied to solving real problems with real data. I’ve watched too many organizations talk about AI as a silver bullet, only to discover that sustainable success comes from identifying concrete problems that AI can demonstrably address. And working hard to get AI from demo to delivery.

The algorithm has become our new assembly line, capable of scaling solutions and personalizing experiences at the speed of thought. But just like any production line, it requires proper engineering, quality control, and continuous maintenance. Your data is the fuel, your infrastructure is the engine, and if either is neglected, both will sputter and stall.

 

The foundation: Start small, think big, move fast

Every successful AI-at-Scale initiative I’ve encountered began with small, measurable wins. Don’t get lost in the research rabbit hole. The organizations that are winning deliver value fast, iterate relentlessly, and build confidence through demonstrated results rather than theoretical possibilities.

Everyone needs to take part. The most successful implementations break down silos between data scientists, engineers, policy makers, politicians, and business leaders. When organizations struggle with AI adoption, it’s rarely a technology problem—it’s a collaboration problem. Foster that cross-functional partnership, and you’ll unlock capabilities you didn’t know you had. Fail to do so, and you’ll be mired in frustration.

 

The human element: Augmentation, not replacement

We’re only in the early stages of understanding the relationship between AI and the workforce. Of course, some tasks are automatable. However, there is an increasing awareness that in many circumstances, humans are not replaceable, but they can be meaningfully augmented. AI amplifies human expertise in ways that create entirely new possibilities.

We’ve seen real progress. Given the opportunity, customer service representatives can become strategic advisors, analysts can become system architects, and managers can become innovation catalysts—all through thoughtful human-AI partnership. More broadly, the customer journey has evolved into a continuous feedback loop where AI listens, learns, and personalizes with every interaction.

But remember, the algorithm may be the judge, presenting comprehensive insights, but the jury remains human. AI informs, but human wisdom decides. In areas such as software generation, for example, the productivity improvements seem endless. Yet, errors can be catastrophic, and AI’s eagerness to deliver requires the steady hand of an experienced guide.

 

The responsibility imperative: Trust through transparency

As leaders, we cannot afford to treat AI as a black box. Explainability isn’t optional—it’s the foundation for trust. Many organizations struggle with AI not because their solutions weren’t accurate, but because they couldn’t explain their decisions to customers, regulators, or their own teams. Responsibility begins with being able to answer “why” just as much as “how”.

We also recognize deeper responsibility challenges. Bias is inherent in any system built by humans and trained on human-generated data. Don’t ignore it—mitigate it. AI amplifies inequality if left unchecked, but it can also be a powerful force for inclusion when we actively promote diversity in both development and deployment. Similarly, privacy isn’t a bargaining chip in the AI economy—it’s a fundamental right that must be designed into every system from the ground up. The organizations that will thrive are those that view regulation not as a roadblock, but as a guide toward responsible development frameworks.

 

The transformation opportunity: Beyond efficiency to innovation

This brings me to perhaps the most important point: Progress demands we see AI as much more than a means to drive efficiency. It’s about transformation. I challenge you to stop automating existing processes blindly and start using AI to innovate and disrupt your own industry before someone else does. Look beyond the current ways of working. Testing AI in the current setting makes sense, but the uncomfortable truth is that the real gains will require major disruption. Are you ready for that?

We’re seeing some of the implications of this. Customer experience has become the new battlefield, and AI offers unprecedented weapons: personalization engines, predictive engagement, and proactive service capabilities that can fundamentally redefine what customers expect. But only if we get the right balance between innovation, privacy, and trust. The question isn’t whether your customers will demand AI-enhanced experiences—it’s whether you’ll be ready to deliver them responsibly.

 

The future framework: Collaboration and purpose

Bringing it all together is the holy grail for AI-at-Scale. The future belongs to organizations that embrace ubiquitous AI—not siloed projects, but intelligence woven throughout the complex operational environment. This requires breaking down data silos and fostering ecosystems of intelligence where insights flow freely and network effects amplify innovation.

It won’t happen quickly or easily. Agility and lifelong learning have become the new competitive advantage. Both your human workforce and your AI systems must be designed for continuous adaptation. The pace of change demands nothing less than organizational agility built on learning loops.

 

The global perspective: AI for good

We are right to be concerned about the path we’re taking with AI and its longer term implications. However, what I’ve seen so far this year has convinced me that AI can address global challenges—from sustainability to healthcare to social equity. The world is watching how we deploy this technology, and we have an opportunity, perhaps an obligation, to lead with AI for good. Will we take up this challenge? In the current political context, I’m not so sure, but I live in hope.

Perhaps AI can bridge the digital divide if we develop inclusive solutions. It can create a future of work where human creativity flourishes alongside machine intelligence. But only if we approach it with intentionality, collaboration, and a commitment to shared prosperity.

 

The call to action: The future is now

As we head into summer, I encourage you to use this time not just to recharge, but to reflect. What problems in your organization could AI solve? What experiences could it enhance? What possibilities could it unlock?

Initiatives are kicking off well. But making the hard yards, the structured work of gaining sponsorship, securing funding, testing at scale, and managing acceptance across stakeholders is what really makes the difference.

The time for isolated pilots is over. We need scalable, reusable platforms that deliver across departments and citizen needs.

The power of AI in the public sector isn’t theoretical – it’s already here. But its impact depends on bold, collaborative action.

It’s a bit like rugby. You don’t win by scoring off every flashy play. You make ground through phases, one play at a time. Controlled execution.

AI rollout shares some of that rhythm. No more big bang transitions. Rather than long delivery cycles, AI demands small strides that demonstrate early value. And, just like in rugby, not all pitch gains are forwards. Sometimes you need to give up a bit of ground to maintain control and set up the next move. It’s all about keeping momentum towards the final try.

This is where government and industry can work side by side, demonstrating how co-design can deliver real-world benefits at scale. Sharing insight, testing ideas and building momentum together. It’s not about one side leading the other, but about collaboration that embraces the incredible pace of technological change and turns early promise into meaningful impact.

 

Why industry / government collaboration is crucial

In a fast-moving AI landscape, collaboration between government and industry isn’t just helpful, it’s essential.

Public sector teams know their policy context, citizen needs and service pressures better than anyone. But delivery at pace, particularly when it involves new AI tools and capabilities, requires tested frameworks, scalable platforms and real-world delivery expertise. That’s where industry can contribute. Industry brings its learning from the freedom to innovate, to try and fail, and to iterate rapidly. Lessons that are vital as government explores how to embed AI safely and at scale.

From secure, compliant platforms like Microsoft, AWS, ServiceNow and Salesforce to sector-wide experience in deploying ethical, explainable AI, industry brings both the tools and the track record. This includes helping government cut through challenges like hallucinations, bias and drift by building in strong governance from the outset.

And importantly, the most effective outcomes come from co-design, not handover. Sitting side by side, shaping delivery and sharing accountability. In complex public sector domains, this kind of partnership builds trust, accelerates outcomes, and ensures AI is used responsibly.

To make this sustainable, we need more than just good collaboration. We need the right structures. That means joint benefit models: frameworks that incentivise ongoing teamwork rather than one-off project delivery. Think shared risk and reward, outcome-based contracts, and delivery arrangements that evolve over time. These aren’t just commercial models, they’re cultural ones. They reinforce long-term partnership and support a product mindset, where services grow, adapt and improve continuously.

When done well, this blend of public purpose and private sector capability becomes a powerful enabler. It’s how we navigate the complexity and move at pace, not with endless pilots, but with delivery that sticks.

 

Overcoming the barriers to AI adoption

If we accept that pilots are no longer the problem, and that most departments are already experimenting with AI in some form, then the real conversation is about scale.

The friction starts when trying to connect a promising prototype to the complexity of live government operations. Procurement pathways weren’t built for iterative, exploratory technologies. Legacy systems aren’t easily adapted to new models of intelligence. And teams often lack the time, capacity, or confidence to move forward at speed.

Then there’s the cloud question. The UK’s cloud-first policy signals clear intent, but the protection afforded to departments and arms-length bodies (ALBs) often doesn’t go far enough. Directors, Deputy Directors, CIOs and delivery teams remain exposed and under pressure to adopt modern platforms but without the confidence that their decisions will be backed if things go wrong. In areas like data sovereignty, cross-border storage or supplier compliance, too much risk is pushed down the chain.

A government-wide approach to platform accreditation can create a shared foundation of trusted, approved environments. When departments know the technology they’re using is centrally backed and futureproof, they’re far more likely to adopt it at scale. This is about creating safety, not just standards.

The recent merger of the Government Digital Service (GDS) and Central Digital and Data Office (CDDO) under the Department for Science, Innovation and Technology (DSIT) could mark a pivotal moment for progress. It’s a prime opportunity to rethink how government works with technology platforms. Both have established enterprise solutions and emerging tools via innovation agreements and sandbox frameworks.

If we want departments and ALBs to move confidently, we must give them the freedom to adopt trusted platforms without fear of recourse. That means backing their decisions with centrally endorsed environments and opening the door to new tech that meets the right standards, even if it’s not yet widely adopted. This isn’t about a lack of ambition. It’s about systemic blockers – some technical, some cultural, many policy-driven.

We need more than just platforms. We need shared ways of working, consistent guidance from the centre, and space to build delivery confidence. That’s how we move from early-stage experimentation to operational impact.

 

“Our assets are screaming data at us, but we’re not listening.”

AI in the public sector is often framed around contact centres, chatbots and service desk automation – and rightly so. These are visible, citizen-facing areas where AI can make a real difference. But behind the scenes, in the world of Operational Technology (OT), lies an even bigger opportunity.

Critical National Infrastructure is everywhere we look. Rail, road and air networks. National grids for electricity, water and gas. Operated by national departments, local government and private sector alike. All of these networks rely on a vast array of systems and sensors.

With the rapid evolution of tools such as Agentic AI (systems capable of acting autonomously toward goals) and Data Fabric, coupled with more established technologies like Robotic Process Automation (RPA), we can now harness this data to tackle some of the most visible and urgent challenges in public infrastructure.

Imagine a world where water companies can pinpoint underground leaks before they become bursts, using existing flow and pressure sensor data to track abnormal loss and dispatch crews faster. In 2023–24, over a trillion litres of water were lost to leaks across England and Wales. Even a modest 10% reduction could save 100 billion litres annually.

Or imagine less traffic congestion. Not through costly new roads, but by using AI to optimise existing traffic signal timing. In Manchester, AI-powered traffic light systems have cut travel times by up to 30%. In Hull, AI helps manage congestion and air quality in real time.

What about rail companies adjusting capacity based on demand, freeing up freight paths to reduce lorry movements. Shifting more freight to rail could reduce CO₂ emissions by up to 76% per tonne moved.

These opportunities don’t require futuristic tech. They just need better use of the systems and data we already have.

But OT isn’t like IT. It’s risk-averse, highly specialised, and often disconnected from the rest of government’s digital estate. That’s why it’s critical that AI adoption here is done with sector expertise, strong governance, and tight integration with operational decision-making.

 

Create confidence through pre-approved platforms

This isn’t about creating separate routes. It’s about giving teams a solid starting point with trusted platforms, while still keeping the door open for fresh ideas and new tech to prove their worth.

What we’re really talking about is a government-wide approach to trusted platforms. A set of approved environments that are secure, compliant and scalable, paired with a more agile mechanism for assuring emerging tools. Platforms that delivery teams can trust, and that central government stands behind.

These foundations reduce friction. They avoid repeated evaluation and procurement for the same capability. And they send a powerful signal: this is a place where AI can happen safely.

At the same time, frameworks like innovation agreements, sandboxes, or test-and-learn procurement routes can give emerging tech a path into government without asking departments to take on disproportionate risk.

This model isn’t about mandating solutions from the centre. Local leaders know their challenges best. But with a clear platform strategy and a culture of safe exploration, we create the conditions where good ideas scale quickly and AI becomes a normal part of digital delivery.
