{"id":17086,"date":"2016-09-28T15:58:48","date_gmt":"2016-09-28T14:58:48","guid":{"rendered":"http:\/\/digileaders.com\/?p=17086"},"modified":"2019-12-23T16:40:18","modified_gmt":"2019-12-23T16:40:18","slug":"4-steps-local-government-digital-leaders","status":"publish","type":"post","link":"https:\/\/digileaders.com\/4-steps-local-government-digital-leaders\/","title":{"rendered":"4 steps for local government digital leaders"},"content":{"rendered":"<p>Digital transformation is one of the most exciting challenges facing local public services, but one which is often inadequately addressed directly by elected representatives.<\/p>\n<p>Over the past few weeks I have written about <a href=\"https:\/\/medium.com\/@camdentheo\/digital-transformation-technology-and-local-public-services-camden-and-beyond-c3b0c347a5ca#.shcazr56h\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/medium.com\/@camdentheo\/digital-transformation-technology-and-local-public-services-camden-and-beyond-c3b0c347a5ca%23.shcazr56h&amp;source=gmail&amp;ust=1475157697818000&amp;usg=AFQjCNHQhsI7XcQzmOkTXzyuqnSbjvV_vA\" rel=\"noopener noreferrer\">Camden\u2019s journey from 2009<\/a> to presents day and <a href=\"https:\/\/medium.com\/@camdentheo\/digital-transformation-and-devolution-58b141c1623f#.k3ck0rd1u\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/medium.com\/@camdentheo\/digital-transformation-and-devolution-58b141c1623f%23.k3ck0rd1u&amp;source=gmail&amp;ust=1475157697818000&amp;usg=AFQjCNGyEwXsKWD2oP-x48zNjJlQLRLwyg\" rel=\"noopener noreferrer\">examined all devolution deals<\/a> and commented on the strength of arrangements about devolution.<\/p>\n<p>Camden\u2019s 2014 Digital Strategy was our first step \u2013 by 2017 we intend to full integrate our approach to digital in our new borough Plan.<\/p>\n<p>Here are four steps I think elected digital leaders should take when developing a new approach:<\/p>\n<p><b>1. Discovery<\/b><\/p>\n<p>There are two main questions I would ask council officers at the start when developing a new approach to digital.<\/p>\n<ul>\n<li><i>Digital Foundations<\/i>\u200a\u2014\u200aWhat are the basics a council still needs to get right internally to facilitate more transformation?<\/li>\n<\/ul>\n<p>Our learning here is that this is not about technology \u2013 the key issues we need to focus on are largely behavioural and cultural. Prioritisation is key \u2013 the current strategy identified and listed some good initiatives but there was no prioritisation criteria associated with it.\u00a0 ICT should not \u2018own\u2019 the strategy \u2013 it needs to be developed, managed and delivered with services. Services need to understand the issues, their roles and how technology can deliver better and\/or cheaper outcomes.<\/p>\n<ul>\n<li><i>Digital Aspirations<\/i>\u200a\u2014\u200aHow can we set of digital principles to further our goals and ambitions of the council?<\/li>\n<\/ul>\n<p>A digital ambition depends very much on your own priorities.\u00a0 This will differ from area to area.\u00a0 Some authorities will place more of a focus on digital inclusion or workforce development; some may link with broader goals around regeneration or connectivity; others still will focus on developing a better approach to data.\u00a0 The emphasis should depend on your priorities, which you will already be aware of \u2013 so no need to reinvent the wheel.<\/p>\n<p><b>2. A<\/b><b>sk how much to you rely on digital technology for your budget savings?<\/b><\/p>\n<p>Digital is fundamental to balancing the books.\u00a0 All local councils face huge financial pressures which require a new approach to long-term budgets.\u00a0 In 2014 Camden totally reshaped the way we budget \u2013 introducing outcomes-based budgeting, which made us think much more deeply about how we \u2018invest\u2019 (rather than just \u2018spend\u2019) public money.\u00a0 For this we need much more dynamic use of data to set priorities and make choices on what to spend money on and what to stop.<\/p>\n<p>In our current plans some 85% of all savings needed to balance the books in Camden have a digital technology-based solution in one form or another.\u00a0 The inter-relationship between digital technology and how we budget is now considered fundamental by the senior leadership team.<\/p>\n<div><b>3.\u00a0\u00a0<\/b><b>Commit to Open Data<\/b><\/div>\n<div>\n<p>Digital offers tremendous opportunities for public services to be more transparent. \u00a0Camden set an aim to be \u2018open by default\u2019 in 2014.\u00a0 Our <a href=\"https:\/\/opendata.camden.gov.uk\/Your-Council\/Camden-Open-Data-Charter\/sytz-qrjr\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/opendata.camden.gov.uk\/Your-Council\/Camden-Open-Data-Charter\/sytz-qrjr&amp;source=gmail&amp;ust=1475157697818000&amp;usg=AFQjCNHYckrlmwwS-RwHfERVsnAiGDmV_g\" rel=\"noopener noreferrer\">Open Data Charter<\/a>\u00a0and a Socrata\u00a0<a href=\"https:\/\/opendata.camden.gov.uk\/\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/opendata.camden.gov.uk\/&amp;source=gmail&amp;ust=1475157697818000&amp;usg=AFQjCNEHcaknfbTj2LGmOG5iuoU6exlfNQ\" rel=\"noopener noreferrer\">Open Data Platform<\/a>\u00a0(similar to the one used in New York City).<\/p>\n<p>Means more and more searchable information is available online-by-default. Data on parking, for example, has led to a reduction in costs on Freedom of Information requests and the development of private sector innovation through\u00a0<a href=\"https:\/\/www.appyparking.com\/src\/app.html\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.appyparking.com\/src\/app.html&amp;source=gmail&amp;ust=1475157697818000&amp;usg=AFQjCNGH6ajXraR03R2ixbPAQ0JHjU0o-w\" rel=\"noopener noreferrer\">apps to make parking easier<\/a>.\u00a0The public can request datasets from us and we will publish them where we can.<\/p>\n<p><strong> 4.\u00a0\u00a0\u00a0<\/strong><b>Adopt the <\/b><b><a href=\"http:\/\/localgovdigital.info\/localgov-digital-makers\/outputs\/local-government-digital-service-standard\/standard\/\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/localgovdigital.info\/localgov-digital-makers\/outputs\/local-government-digital-service-standard\/standard\/&amp;source=gmail&amp;ust=1475157697818000&amp;usg=AFQjCNFZaJqXPzYOgy-_dsTsimlvytV-1A\" rel=\"noopener noreferrer\">Local Government Digital Service Standard<\/a><\/b><\/p>\n<p>Finally, elected representatives should ask their Chief Executive hat steps are being taken to adopt the LGDSS.\u00a0 The Standard was <a href=\"https:\/\/medium.com\/@joshuamouldey\/we-have-standards-to-uphold-around-here-a120f553f5fe#.ndynlpmoz\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/medium.com\/@joshuamouldey\/we-have-standards-to-uphold-around-here-a120f553f5fe%23.ndynlpmoz&amp;source=gmail&amp;ust=1475157697818000&amp;usg=AFQjCNGuLguV5TgSb5nk76DvqnC5_wWNpA\" rel=\"noopener noreferrer\">developed over 2016 by technology officers<\/a> as a response to the\u00a0<a href=\"https:\/\/www.gov.uk\/service-manual\/service-standard\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.gov.uk\/service-manual\/service-standard&amp;source=gmail&amp;ust=1475157697818000&amp;usg=AFQjCNHczRwpQeh_w0iR9VT_hJw0VvQW1g\" rel=\"noopener noreferrer\">Government Digital Service Standard<\/a> for Whitehall departments.
