I recently discussed <\/span>why APIs are essential to transforming the public sector<\/span><\/a>\u2014<\/span>they can help employees to collaborate and do their jobs more efficiently, <\/span>unlock the <\/span>untapped <\/span>potential of data, and enabl<\/span>e new and streamlined<\/span> services that improve citizen wellbeing and <\/span>even <\/span>changes lives.<\/span><\/p>\n

Yet d<\/span>espite the potential of APIs, <\/span>government still faces significant challenges when it comes to adoption<\/span>.<\/span> Many departments are being held back by <\/span>heritage<\/span> infrastructure, long-term vendor contracts<\/span> and<\/span> tightening <\/span>budget constraints<\/span>\u2014all while they\u2019re struggling to meet<\/span> the<\/span> increasing demand<\/span> for citizen services.<\/span><\/p>\n

Here<\/span>\u2019s how the <\/span>public sector can overcome <\/span>some of the<\/span>se<\/span> obstacles<\/span>,<\/span> accelerate its <\/span>digital transformation and get better results from APIs.<\/span><\/p>\n

Start small and scale up<\/span><\/h4>\n

Both l<\/span>ongevity and agility are crucial in the public sector<\/span>. Any investment in new <\/span>IT<\/span> needs to stand the test of time, but it must also be responsive to<\/span> government\u2019s changing policies and the needs of society<\/span>.<\/span> You don\u2019t have to do everything at once. <\/span>It\u2019s<\/span> often best to<\/span> start small<\/span>\u2014t<\/span>hen you\u2019ve got something that works that you can build on. <\/span>You might build a limited API to <\/span>provide access to a limited amount of <\/span>data, <\/span>then <\/span>gradually <\/span>expand this <\/span>as the demands of your citizens and employees evolve. <\/span>This can help you manage the process of cleaning your data (see below). And it\u2019s likely to <\/span>pave the way for <\/span>even better <\/span>apps and services<\/span> in the future.<\/span><\/p>\n

Document everything<\/span><\/h4>\n

It makes sense to create comprehensive documentation on your APIs. That way, if key developers leave, modifications and updates can be more easily made. <\/span>This <\/span>can prove <\/span>particularly important <\/span>when the APIs are built by <\/span>contractors <\/span>or<\/span> externally sourced staff<\/span>\u2014when the contract ends, <\/span>you should make sure they<\/span> provide you with all of the technical information<\/span> about the API<\/span>. <\/span>Without documentation,<\/span> crucial <\/span>knowledge <\/span>could be<\/span> lost<\/span>, <\/span>leaving you reliant on a particular company or individual\u2014or potentially meaning you have to start again <\/span>from scratch further down the line.<\/span><\/p>\n

Involve<\/span> your workforce<\/span><\/h4>\n

Many <\/span>organisations<\/span> have a deeply<\/span> embedded <\/span>heritage<\/span> mindset<\/span>, and employees that have been using the same systems for years may be reluctant to adopt new <\/span>technologies<\/span>. <\/span>To smooth the transition,<\/span> it\u2019s crucial that employees are educated on the <\/span>benefits<\/span> of<\/span> apps that are enabled by <\/span>APIs<\/span>, and how <\/span>they<\/span> will make their job easier<\/span>. <\/span>APIs enable modular development, mitigating the risks of systems failing due to small fixes or improvements. This isn\u2019t all about informing employees though\u2014you should be looking to them for their knowledge too. They\u2019re the ones that know where your data resides, what works and what doesn\u2019t. By creating an employee<\/span> feedback loop <\/span>you\u2019ll be better positioned to ensure<\/span> that APIs<\/span> and the apps <\/span>they enable are <\/span>actually fulfilling user needs<\/span> and improving your services<\/span>.<\/span><\/p>\n

Clean up your data<\/span><\/h4>\n

APIs <\/span>help <\/span>you <\/span>break down barriers between departments and provide greater access to data. That means more joined up experiences, where citizens aren\u2019t required to provide the same information to different departments. It also means government can start to draw real value from today\u2019s advanced analytics tools and <\/span>draw actionable insights about <\/span>addressing citizen needs (<\/span>for example: <\/span>Watch the webinar recording<\/a><\/span> and presentation deck<\/a> to find out how the Food <\/span>Standards Agency<\/span> is ensuring food safety and authenticity using data science<\/span>),<\/span> how citizens are using their services<\/span>,<\/span> and what needs to be improved. But <\/span>your insights are only as good as the data they\u2019re based on. <\/span>Not only do inconsistencies or errors in your data harm the user experience, you could be held liable for providing false information. This means departments need to prioritise cleaning up and organising the data that\u2019s already held in their systems; checking for errors, gaps<\/span> or potential compatibility issues.<\/span><\/p>\n

Build security in from the outset<\/span><\/h4>\n

The public sector has a responsibility to protect the data of its citizens\u2014so it\u2019s critical that security is a priority, especially <\/span>when building APIs<\/span> that will <\/span>access<\/span> highly sensitive information. You must also <\/span>adhere to standards and regulations set by <\/span>t<\/span>he Government Digital Service (GDS<\/span>)<\/span>, along with data privacy regulations like the EU General Data Protection Regulation (GDPR)<\/span>.<\/span> But <\/span>w<\/span>hile c<\/span>ompliance <\/span>is crucial, it can sometimes <\/span>stifle <\/span>innovation<\/span>. Bringing<\/span>in <\/span>API <\/span>consultants or third parties with fresh ideas ca<\/span>n<\/span> help<\/span>. <\/span>Success stories in the private sector can also provide inspiration<\/span>\u2014<\/span>there are countless examples of exciting API-based services emerging from <\/span>tech giants such as<\/span>Amazon<\/span> and UPS<\/span>, and <\/span>fintechs<\/span> like Lemonade<\/span>.<\/span><\/p>\n

Recruit the right <\/span>skills<\/span><\/h4>\n

It<\/span>\u2019<\/span>s sensible to go to an expert when you want an API built, but you need <\/span>a vision first\u2014that means<\/span> internal<\/span>leadership is key<\/span>.\u00a0<\/span>You need <\/span>technology <\/span>evangelists who are willing to champion <\/span>APIs both<\/span> within and outside your departments<\/span>. <\/span>While younger recruits might have the necessary digital skills, existing and long-standing employees probably have a more intimate understanding of your data<\/span> and administrative processes\u2014so getting the right combination of <\/span>knowledge<\/span> is important.<\/span> You\u2019ll also need employees with the soft skills to communicate the real-world outcomes and benefits of APIs to stakeholders. <\/span><\/p>\n

Work with the right partners<\/span><\/h4>\n

Most<\/span> public sector organisations\u2014<\/span> especially smaller councils and agencies\u2014won\u2019t have the in-house expertise to know, for example, when <\/span>to buy, rent or build APIs.<\/span> This means<\/span> third-party p<\/span>artnerships <\/span>will be<\/span> important for delivering<\/span> the best results<\/span>,<\/span> which will speed up processes and provide a better overall service for citizens.<\/span><\/p>\n
