Less has been said\u200a\u2014\u200awith commendable exceptions\u200a\u2014\u200aabout how charities will adapt to the digital age.<\/p>\n<p id=\"5670\" class=\"graf graf--p graf-after--p\">So what will the non-profits of the distant future look like? Let\u2019s ignore 3- or 5-year time horizons and think ultra-long-term, to a world in which capabilities like big data and machine learning are as easy to use as electricity is now. How will good be done in a world like this?<\/p>\n<h4 class=\"graf graf--p graf-after--p\">The challenger charity<\/h4>\n<p id=\"4001\" class=\"graf graf--p graf-after--h4\">One way into this question is to start with the changes we\u2019re already seeing in the private sector. Perhaps \u2018Charity 2069\u2019 will be to \u2018Charity 2019\u2019 as Airbnb is to Marriott. Maybe the familiar \u2018challenger\u2019 business model will spread, disrupting non-profits just like it\u2019s already disrupting companies.<\/p>\n<p id=\"9d2d\" class=\"graf graf--p graf-after--p\">This gives us a sense of the answer. It now seems clear, for example, that all digitally-native organisations\u200a\u2014\u200awhether they\u2019re charities, businesses, or government departments\u200a\u2014\u200awill have some qualities in common.<\/p>\n<ul class=\"postList\">\n<li id=\"71bd\" class=\"graf graf--li graf-after--p\"><strong class=\"markup--strong markup--li-strong\">New skills,\u00a0<\/strong>particularly the ability to design, build, and evaluate digitally-enabled services. This includes UX\/interaction design, user research, content writing, service design, product ownership, delivery management, and software development. In the future, as digital tech becomes more pervasive, it seems clear that these skills will become increasingly integrated. They won\u2019t stand alone in a \u2018digital\u2019 or \u2018technology\u2019 team, they\u2019ll be woven into a wide range of \u2018traditional\u2019 functions and roles.<\/li>\n<li id=\"34b4\" class=\"graf graf--li graf-after--li\"><strong class=\"markup--strong markup--li-strong\">New structures and processes<\/strong>\u00a0to manage workflow more iteratively and to focus more obsessively on user needs. This tends to mean using multi-disciplinary teams, so that work sits under service-lines or products rather than professional silos. And it almost always means delegating decision-making\u200a\u2014\u200aputting small, autonomous teams in charge of an outcome and then leaving them to get on with it, speeding up decision-making.<\/li>\n<li id=\"d484\" class=\"graf graf--li graf-after--li\"><strong class=\"markup--strong markup--li-strong\">New environments\u00a0<\/strong>to make it easy to innovate. This, for me, is the hardest part. It means you need a more open culture, more empathy with your users\/customers, and a new humility and willingness to fail. It also means you need to use technology is very adaptable ways. For example, you need to build in-house capabilities rather than relying on outsourced contracts. And your technology architecture needs to be made up of \u2018small parts, loosely coupled\u2019, so that each component can be easily updated.<\/li>\n<\/ul>\n<p id=\"6b85\" class=\"graf graf--p graf-after--li\">This is complicated stuff and there are, of course, disagreements on all of the above. Still, these capabilities as a whole feel increasingly familiar, and it\u2019s hard to see why they wouldn\u2019t be needed by charities too.<\/p>\n<h4 id=\"2b43\" class=\"graf graf--h4 graf-after--p\">Non-profits are different<\/h4>\n<p id=\"7ee4\" class=\"graf graf--p graf-after--h4\">So far, so familiar. But let\u2019s go beyond the similarities between charities and companies to explore the big differences between the two.<\/p>\n<p id=\"c66a\" class=\"graf graf--p graf-after--p\">My sense is that there are four standout challenges that are more specific to the charity sector when it comes to digital transformation. Answering these questions will help charities use the full power of technology for good.<\/p>\n<section class=\"section section--body section--first\">\n<div class=\"section-content\">\n<div class=\"section-inner sectionLayout--insetColumn\">\n<h4 id=\"229e\" class=\"graf graf--h4 graf-after--figure\">Challenge 1: Data\u200a\u2014\u200aWhat are we maximising?<\/h4>\n<p id=\"0076\" class=\"graf graf--p graf-after--h4\">Digital technology can be unbelievably powerful\u200a\u2014\u200aand one of its greatest strengths is the power of\u00a0<em class=\"markup--em markup--p-em\">optimisation<\/em>. If you add together big data and agile product development it helps you get better at things over time\u200a\u2014\u200astep by step, you can hone in on the outcome you want.<\/p>\n<p id=\"b2dd\" class=\"graf graf--p graf-after--p\">This ability to optimise is one reason digital tech has had a big impact for private companies\u200a\u2014\u200abecause the private sector is<em class=\"markup--em markup--p-em\">\u00a0itself<\/em>\u00a0an optimising machine, trying to maximise an outcome called profit. In a sense, digital tech has helped companies improve at a game they were already playing.<\/p>\n<p id=\"26dd\" class=\"graf graf--p graf-after--p\">Companies have, for example, been able to use big data to optimise their pricing strategies, or to refine how they acquire customers\u200a\u2014\u200a<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/wearecitizensadvice.org.uk\/markets-dont-work-like-they-used-to-and-people-are-starting-to-notice-af00ed38014d\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" data-href=\"https:\/\/wearecitizensadvice.org.uk\/markets-dont-work-like-they-used-to-and-people-are-starting-to-notice-af00ed38014d\">sometimes with dangerous effects<\/a>. This work is not easy\u200a\u2014\u200ain fact it\u2019s pretty hard\u200a\u2014\u200abut having profit as a single, measurable goal really,\u00a0<em class=\"markup--em markup--p-em\">really<\/em>\u00a0helps.<\/p>\n<p id=\"6445\" class=\"graf graf--p graf-after--p\">When it comes to non-profits, things are, of course, different.<\/p>\n<p id=\"00c2\" class=\"graf graf--p graf-after--p\">That\u2019s not to say that charities can\u2019t already use digital technology with powerful effects. Charities can achieve a huge amount by improving individual services: trying to get better feedback on their website, speeding up a grant application process, or using data to identify people in need.<\/p>\n<p id=\"0b95\" class=\"graf graf--p graf-after--p\">But to unleash the full power of technology in the future, charities will need to answer a bigger question: what is it they\u2019re\u00a0<em class=\"markup--em markup--p-em\">ultimately\u00a0<\/em>trying to do? What is the one overarching outcome that all their work contributes towards?<\/p>\n<p id=\"e5df\" class=\"graf graf--p graf-after--p\">To see how hard this is, let\u2019s consider some options. Perhaps you can start by saying your charity is trying to maximise the number of people you help.<\/p>\n<p id=\"9954\" class=\"graf graf--p graf-after--p\">As first, that sounds like a good goal, but it\u2019s not so simple. Should a food bank really celebrate when more people use their services? Or should they instead aim to do preventative work, so that\u00a0<em class=\"markup--em markup--p-em\">fewer<\/em>\u00a0people need their help? Moreover, if a charity just tries to help<em class=\"markup--em markup--p-em\">\u00a0more<\/em>\u00a0people, do they risk overlooking\u200a\u2014\u200aor even actively avoiding\u200a\u2014\u200apeople who are\u00a0<em class=\"markup--em markup--p-em\">harder<\/em>\u00a0to help?<\/p>\n<p id=\"e7a0\" class=\"graf graf--p graf-after--p\">Perhaps then, instead, charities should try to maximise the amount of harm their work prevents. If they do this, they will focus their efforts\u200a\u2014\u200aand their digital strategy\u200a\u2014\u200aon solving the most harmful problems and helping the most vulnerable people. The full power of technology would be aimed at that end.<\/p>\n<p id=\"9fe1\" class=\"graf graf--p graf-after--p\">This feels like a better place to land\u200a\u2014\u200abut it raises more questions. For example, what about the\u00a0<em class=\"markup--em markup--p-em\">equality<\/em>\u00a0of outcomes? What if your charity prevents lots of harm overall but fails to help disabled clients or black and ethnic minority groups? Surely you should care about the\u00a0<em class=\"markup--em markup--p-em\">distribution<\/em>\u00a0of harm as well as its level?<\/p>\n<p id=\"486a\" class=\"graf graf--p graf-after--p\">The point is: it\u2019s complicated!\u200a\u2014\u200aand even harder than applying technology to profit-maximisation, which is already seriously hard.<\/p>\n<p id=\"60ba\" class=\"graf graf--p graf-after--p\">In the long-run, when charities have full access to powerful technologies like machine learning, it will help to know more precisely what they are trying to do.<\/p>\n<h4 id=\"2d24\" class=\"graf graf--h4 graf-after--p\">Challenge 2. Software\u200a\u2014\u200aHow can we build platforms for\u00a0good?<\/h4>\n<p id=\"49c0\" class=\"graf graf--p graf-after--h4\">A second distinctive feature of the digital age has been the rise of platforms.<\/p>\n<p id=\"9a7d\" class=\"graf graf--p graf-after--p\">This became clear in the last 10 years as companies like Uber and Airbnb turned whole industries upside down by doing things in an entirely new way. Rather than running their own taxis or hotels, they built platforms on which taxi-renting and B&amp;B-booking could easily be done.<\/p>\n<p id=\"4980\" class=\"graf graf--p graf-after--p\">Perhaps the best example is Amazon itself. As recently as 2000, it looked like Amazon was an online shop. Now it\u2019s clear that Amazon is really a platform on which shopping takes place.<\/p>\n<p id=\"5370\" class=\"graf graf--p graf-after--p\">The power of platforms stems, as has been widely discussed, from two basic economic facts about software. First, unlike hardware, you can replicate software for free. Second, more than one person can use the same piece of software at the same time, without degrading their experience.<\/p>\n<p id=\"2ccb\" class=\"graf graf--p graf-after--p\">When it comes to software platforms like Facebook or Amazon, you can go one step further than this: as more people share the platform, each person\u2019s experience gets\u00a0<em class=\"markup--em markup--p-em\">better<\/em>.<\/p>\n<p id=\"c38f\" class=\"graf graf--p graf-after--p\">Economically speaking, these are extraordinary qualities and they explain a lot about the world today\u200a\u2014\u200aincluding the recent explosion of private wealth. A handful of people have built impressive software platforms, which have been copied for free onto billions of devices, getting more valuable with each copy that\u2019s been made. The people who own these platforms are now the richest people alive.<\/p>\n<p id=\"f003\" class=\"graf graf--p graf-after--p\">Can the incredible power of platforms be used to create\u00a0<em class=\"markup--em markup--p-em\">social\u00a0<\/em>value?<\/p>\n<p id=\"c342\" class=\"graf graf--p graf-after--p\">This is a question of real importance and, if we get it right, it could reshape our society for the better in years to come.<\/p>\n<p id=\"69fd\" class=\"graf graf--p graf-after--p\">Today, we can see some early answers to this question emerging. There are now, for example, many \u2018platforms for good\u2019, supporting everything from campaigning (<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/home.38degrees.org.uk\/\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" data-href=\"https:\/\/home.38degrees.org.uk\/\">38 Degrees<\/a>,\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/www.causes.com\/\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" data-href=\"https:\/\/www.causes.com\/\">Causes<\/a>), to workplace organising (<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/www.organise.org.uk\/\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" data-href=\"https:\/\/www.organise.org.uk\/\">Organise<\/a>), to fundraising (<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/www.justgiving.com\/\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" data-href=\"https:\/\/www.justgiving.com\/\">JustGiving<\/a>,\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/fundly.com\/\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" data-href=\"http:\/\/fundly.com\/\">Fundly<\/a>). Some of these platforms make profit while others are themselves charities or social enterprises.<\/p>\n<p id=\"12a1\" class=\"graf graf--p graf-after--p\">Alongside this, there is another powerful application of \u2018platforms for good\u2019: the UK Government Digital Service\u2019s concept of \u2018Government as a Platform\u2019. This is the idea that governments should build a single, shared set of capabilities\u200a\u2014\u200afor example, to make a payment, or to verify a person\u2019s identity. Public services can then be built on top of these capabilities, as an underlying platform, rather than leaving different parts of government to build their own fragmented services piece by piece. The same idea has been pursued in countries from Australia to Canada.<\/p>\n<p id=\"550f\" class=\"graf graf--p graf-after--p\">If you apply this idea across the whole of government, you can save lots of money. More importantly, you can change the way government works. That\u2019s because shared capabilities cut across the silos that hinder good work. Shared capabilities also generate incredible data, giving new insights into the way people interact with government. In practice, of course, this is all easier said than done, and while huge progress has been made, the really transformative potential of \u2018government as a platform\u2019 lies ahead.<\/p>\n<p id=\"6836\" class=\"graf graf--p graf-after--p\">So what about charities? Could we apply the same logic and transform the charity sector with a single set of shared digital capabilities?<\/p>\n<p id=\"0e9e\" class=\"graf graf--p graf-after--p\"><span class=\"markup--quote markup--p-quote is-other\" data-creator-ids=\"854e89b78902\">Some people think so.\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/doteveryone.org.uk\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-href=\"https:\/\/doteveryone.org.uk\/\">DotEveryone<\/a>\u00a0has developed the idea of \u2018Charity as a Platform\u2019\u200a\u2014\u200aa set of capabilities that could be shared across the non-profit sector to do things like process donations.<\/span>\u00a0Richard Pope, a senior fellow at Harvard Kennedy School and one of the early GDS pioneers, has established a project called\u00a0<a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/www.platformland.org\/\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" data-href=\"https:\/\/www.platformland.org\">Platform Land<\/a>, pooling resources to help people apply the power of platforms in government and non-profits.<\/p>\n<p id=\"cc71\" class=\"graf graf--p graf-after--p\">Today, we\u2019re still a long way from the full application of these ideas in the charity sector\u200a\u2014\u200aand I suspect applying these ideas in charities will prove even harder than it has proven in government. In government, the driving force behind shared platforms and standards is central departments like the UK\u2019s Cabinet Office. Among non-profits there\u00a0<em class=\"markup--em markup--p-em\">is\u00a0<\/em>no central department. On the contrary, the sector is fragmented, independent-minded, and relies on a patchwork of funding. Still, these difficulties don\u2019t seem insurmountable, and given the upsides it feels like a challenge worth taking on.<\/p>\n<p id=\"4dbe\" class=\"graf graf--p graf-after--p\">My hunch, for what it\u2019s worth, is that what\u2019s needed ultimately are new institutions. You could imagine, for example, an arm\u2019s length agency\u200a\u2014\u200aan Office for Social Infrastructure\u200a\u2014\u200aestablished in law but operationally independent from government, and tasked with licensing government-developed capabilities to charities, perhaps for free or subsidised, with guarantees over data privacy and independence. Maybe the same body could also pool resources to<em class=\"markup--em markup--p-em\">\u00a0<\/em>build\u00a0<em class=\"markup--em markup--p-em\">new<\/em>\u00a0shared capabilities, in consultation with the non-profit sector. This is, of course, just one of many options. The whole question of platforms for good will take many years of experimentation to get right.<\/p>\n<h4 id=\"9309\" class=\"graf graf--h4 graf-after--p\">Challenge 3. Funding\u200a\u2014\u200aHow will we pay for it\u00a0all?<\/h4>\n<p id=\"f5a8\" class=\"graf graf--p graf-after--h4\">As anyone who works in a charity knows, the sector is under constant financial pressure. In the short-term at least, technology is intensifying this pressure. While big commercial firms can pump millions into adapting to the digital age, spinning up new teams and investing in infrastructure, charities\u200a\u2014\u200aparticularly small ones\u200a\u2014\u200aoften struggle to compete.<\/p>\n<p id=\"8b30\" class=\"graf graf--p graf-after--p\">This is not to say that money is what matters for digital transformation. You can argue that bold leadership matters more.\u00a0<span class=\"markup--quote markup--p-quote is-other\" data-creator-ids=\"854e89b78902\">Money is, though, a necessary condition.<\/span><span class=\"markup--quote markup--p-quote is-other\" data-creator-ids=\"854e89b78902\">\u00a0If you can\u2019t afford to hire developers and UX designers\u200a\u2014\u200aor at least get<em class=\"markup--em markup--p-em\">\u00a0access<\/em>\u00a0to those resources through partnerships (and partnerships themselves comes with big overheads)\u200a\u2014\u200ayou don\u2019t stand much hope.<\/span><\/p>\n<p id=\"4262\" class=\"graf graf--p graf-after--p\">Charities also face challenges beyond affordability, because of the way non-profit funding works.<\/p>\n<p id=\"c707\" class=\"graf graf--p graf-after--p\">Charity funding is sometimes, even today, tied to outputs. A funder might say, for example, \u2018I\u2019d like to fund hot meals for X people\u2019. More enlightened funders, meanwhile, tie funding to out<em class=\"markup--em markup--p-em\">comes\u200a\u2014\u200a<\/em>\u2018I\u2019d like to see hunger reduced by X%\u2019. Either way, charities find it hard to pay for the infrastructure improvements that make delivery more efficient.<\/p>\n<p id=\"5ee1\" class=\"graf graf--p graf-after--p\">Even harder to fund are transformational investments in technology and service re-design. Imagine, for example, that you run a soup kitchen and you want to build a platform that would match hungry people with the food that\u2019s leftover in restaurants at the end of a day. Maybe the new technology could revolutionise the impact and efficiency of your charity. But how many funders would back a risky investment like that?<\/p>\n<p id=\"f581\" class=\"graf graf--p graf-after--p\">These problems with funding can leave non-profits in a bind. For charities that rely on grant income, you often have to persuade funders that technology infrastructure is a good investment. This includes updating the rules that govern capital spending, which is often prohibited in grant agreements, making it hard to fund software development, which is typically capitalised and depreciated over time.<\/p>\n<p id=\"f6de\" class=\"graf graf--p graf-after--p\">Meanwhile, for charities that rely on contract income, typically making thin margins, there is a catch-22: they cannot afford to invest in the technology that would increase their margins. A private businesses might, in that scenario, borrow against future profits. But despite much excellent work (led in the UK by the likes of Big Society Capital, Nesta, and Social Finance), charities still have limited options when it comes to financing.<\/p>\n<p id=\"e9cf\" class=\"graf graf--p graf-after--p\">Either way, charities face the so-called doughnut effect, in which they struggle to fund their core activities\u200a\u2014\u200atraditionally functions like facilities, HR, and finance, and now technology too\u200a\u2014\u200aleaving them with only a periphery of individually funded projects. They also face what I\u2019d call the subsidence effect: you can raise money to build a house but not to pay for the foundations.\u00a0<span class=\"markup--quote markup--p-quote is-other\" data-creator-ids=\"854e89b78902\">In the case of technology, that means you can fund individual products but not an underlying capability and environment for ongoing product development.<\/span><\/p>\n<p id=\"0e2e\" class=\"graf graf--p graf-after--p\">The point is this: charity funding has come a long way, but it\u2019s not yet fit for a high-technology future. And because that future is fast-approaching, new approaches are needed now if charities are to invest to maximum effect. In that context, it\u2019s good to see a growing number of funders, from the Omidyar Network to the Google AI Fund and the UK\u2019s Big Lottery Digital Fund, working to solve just this problem.<\/p>\n<h4 id=\"dd62\" class=\"graf graf--h4 graf-after--p\">Challenge 4. Vulnerability\u200a\u2014\u200aHow can technology reduce inequality?<\/h4>\n<p id=\"662e\" class=\"graf graf--p graf-after--h4\">Let\u2019s finish with the most important question of all: How can the charities of the future avoid leaving the most vulnerable people behind?<\/p>\n<p id=\"25ed\" class=\"graf graf--p graf-after--p\">In fact, let\u2019s scrap that question and replace it with a better one: How can charities use technology to\u00a0<em class=\"markup--em markup--p-em\">improve<\/em>\u00a0accessibility, so that access to services gets\u00a0<em class=\"markup--em markup--p-em\">more<\/em>\u00a0equal over time?<\/p>\n<p id=\"5c25\" class=\"graf graf--p graf-after--p\">This question has been high on my mind in recent weeks after my grandmother died early in the new year. She was 89 years old and, in the final weeks of her life, she relied on an oxygen machine to breath and struggled with pain from arthritis. We of course tried to make her as comfortable as possible, supported by amazing services, some public, some charitable.<\/p>\n<p id=\"c9ce\" class=\"graf graf--p graf-after--p\">One thing that brought my nan real pleasure in her last few months of life was a music player. It was designed for elderly people and it had only one button\u200a\u2014\u200aactually not a button but a large hinged lever that was easy to raise and lower. Raising the lever turned on a stream of pre-selected digital music, lowering it turned the music off again. My nan used it to play Englebert Humperdinck records on repeat.<\/p>\n<p id=\"0604\" class=\"graf graf--p graf-after--p\">That music player was the most high-tech thing my nan ever owned\u200a\u2014\u200a<em class=\"markup--em markup--p-em\">and also the most accessible<\/em>. Far from the technology making things more complicated, it made things simpler. She would not have been able to operate a gramophone.<\/p>\n<p id=\"0686\" class=\"graf graf--p graf-after--p\">There is, of course, a lesson in here for charities\u200a\u2014\u200aand for governments and companies too. If you get technology right, rather than leaving vulnerable people behind,\u00a0<em class=\"markup--em markup--p-em\">it helps them catch up<\/em>, making products and services<em class=\"markup--em markup--p-em\">\u00a0more<\/em>accessible than they were before.<\/p>\n<p id=\"77ae\" class=\"graf graf--p graf-after--p\">How do you do that? Not\u200a\u2014\u200aas was often argued in the early days of the internet\u200a\u2014\u200aby \u2018protecting\u2019 low-tech services for poor, elderly, or vulnerable people, while developing digitally-enabled services for everyone else. That is a surefire way to increase inequality of outcomes over time.<\/p>\n<p id=\"3ec4\" class=\"graf graf--p graf-after--p\">Instead, the answer is to\u00a0<em class=\"markup--em markup--p-em\">start<\/em>\u00a0with vulnerable people in the way you develop digitally-enabled services. To take all the power of technology and aim it squarely at this end. To use vulnerability as\u00a0<em class=\"markup--em markup--p-em\">the motivating purpose<\/em>\u00a0for your digital strategy, and not as a qualifying afterthought.<\/p>\n<p id=\"1b21\" class=\"graf graf--p graf-after--p\">That means, for example, you should see accessible design not as something you do for a small subgroup of vulnerable people, but as the way you ensure quality for\u00a0<em class=\"markup--em markup--p-em\">all<\/em>\u00a0your users. And it means that your overall outlook shouldn\u2019t be apologetic, in the sense that you\u2019re only trying to mitigate the downsides of technology. Your outlook should be confident, because technology\u200a\u2014\u200aif you use it right\u200a\u2014\u200acan help you double down on your original charitable mission.<\/p>\n<p id=\"25ce\" class=\"graf graf--p graf-after--p\">This, for me, is the aspect of Tech for Good that is most exciting, because it\u2019s the one that the non-profit sector can own.\u00a0<span class=\"markup--quote markup--p-quote is-other\" data-creator-ids=\"7cfad8ab4c82\">Charities should not be following the private sector when it comes to digitally-enabled service delivery, they should be leading the way, showing how to design inclusive services that leverage technology to reduce inequalities in outcomes.<\/span><\/p>\n<p id=\"3731\" class=\"graf graf--p graf-after--p graf--trailing\">That\u2019s why, despite the many challenges, I\u2019m optimistic about the long-term future for non-profits. Yes, there\u2019s a lot to do\u200a\u2014\u200aand yes it\u2019s really difficult.
