The Conservative Party&#8217;s comfortable election victory and impending EU exit means the government has the majority in parliament and the need to make significant public sector reforms. And digital will play a vital role. <\/span><\/p>\n<p><span class=\"s3\">Whereas in the past incoming governments may have rearranged the deck chairs, it does feel like we&#8217;re on the cusp of some big changes \u2014 especially with the government promising an increase in spending. \u00a0<\/span><\/p>\n<p><span class=\"s3\">One of those people driving for change within the government circles is the Prime Minister\u2019s chief special adviser, Dominic Cummings. Cummings has plotted an <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-50978329\"><span class=\"s4\">overhaul of the civil service<\/span><\/a><span class=\"s3\"> and talked about how important \u201c<\/span><a href=\"https:\/\/dominiccummings.com\/2020\/01\/02\/two-hands-are-a-lot-were-hiring-data-scientists-project-managers-policy-experts-assorted-weirdos\/\"><span class=\"s4\">data science, AI and cognitive technologies\u201d<\/span><\/a><span class=\"s3\"> will be in this government.<\/span><\/p>\n<p><span class=\"s3\">But in order to do the above well you need good data \u2014 and that\u2019s <\/span><a href=\"https:\/\/www.nao.org.uk\/report\/challenges-in-using-data-across-government\/\"><span class=\"s4\">lacking in government<\/span><\/a><span class=\"s3\">. Much of government data is manual and trapped in old legacy systems \u2013 accessing that data and cleaning it to make it usable will be messy, if not impossible. And that\u2019s even before we look at how to interpret the data and <\/span><a href=\"http:\/\/www.oneill.io\/2020\/01\/03\/slight-return\/\"><span class=\"s4\">whether there is even any appetite to act on<\/span><\/a><span class=\"s3\"> it (do facts change beliefs?) <\/span><\/p>\n<p><span class=\"s3\">What the government needs to do, and looks like might have the appetite to do, is to encourage a digital reinvention of the public sector; it has to reimagine what it does.<\/span><\/p>\n<p><span class=\"s3\">Here are three things it needs to do to get moving in the right direction.<\/span><\/p>\n<h4><span class=\"s5\">Starting from the ground up<\/span><\/h4>\n<p><span class=\"s3\">For the government to deal with current challenges, it cannot patch things up or put a shiny face on old systems. It has to have the correct foundation by investing and rebuilding from the ground up. <\/span><\/p>\n<p><span class=\"s3\">Look at Tesla. It doesn\u2019t operate like a traditional carmaker. It looked at what the driving experience needs to be, and completely reimagined the car and the business model of selling a car. From building its own batteries to creating self-driving hardware and software that updates automatically, Tesla is a great example of how building from the ground-up allows you to create better services and innovate.<\/span><\/p>\n<p><span class=\"s3\">E<\/span><span class=\"s3\">xisting siloed systems are poorly understood and complex. All too often they\u2019re seen as too big, too hard and just not sexy enough to deal with. But <\/span><span class=\"s3\">government departments need to rip out these legacy and analogue ways of doing things.<\/span><\/p>\n<p><span class=\"s3\">As mentioned earlier, strengthening the<\/span> <a href=\"https:\/\/zaizi.com\/our-thinking\/garbage-ingarbage-out-why-data-quality-critical-digital-automation\"><span class=\"s4\">UK\u2019s<\/span><\/a><a href=\"https:\/\/zaizi.com\/our-thinking\/garbage-ingarbage-out-why-data-quality-critical-digital-automation\"><span class=\"s4\"> underlying data infrastructure<\/span><\/a> <span class=\"s3\">will help better utilise the emerging tech government wants to make more use of \u2014\u00a0i.e automation, Machine Learning and AI. Creating better systems and processes will help capture that much-needed data \u2014\u00a0the building blocks of innovation. <\/span><\/p>\n<p><span class=\"s3\">For example, Tesla probably never thought it would end up selling insurance. But because it has created a car that collects data, it can utilise that information to offer tailored insurance packages. Suddenly, new opportunities open up.<\/span><\/p>\n<h4><span class=\"s5\">Having a product mindset<\/span><\/h4>\n<p><span class=\"s3\">To reinvent, you need to put in place the methodology first. How do you get there? Having a product mindset will help. What I mean by that is focusing on the needs of users, aiming for quick outcomes and iterating. <\/span><\/p>\n<p><span class=\"s8\">Having a product mindset means you truly understand the users\u2019 needs and the problem you\u2019re looking to solve, and then building, experimenting, testing and prototyping continuously to create better products.<\/span><\/p>\n<p><span class=\"s8\">The GDS&#8217; Service Standard sees discovery as the start of a product <\/span><span class=\"s8\">lifecycle<\/span><span class=\"s8\">. <\/span><span class=\"s3\">When re-inventing a service, the <\/span><a href=\"https:\/\/zaizi.com\/what-we-do\/our-approach\"><span class=\"s4\">initial discovery phase<\/span><\/a><span class=\"s3\"> will help you understand the user, their needs and more about the problem area.<\/span><\/p>\n<p>Undertaking a <a href=\"https:\/\/www.youtube.com\/watch?v=DTnY6tgqOgc&amp;feature=youtu.be\">discovery phase<\/a> on a product helps you understand what steps need to be taken to reach the desired state.<\/p>\n<h4><span class=\"s5\">Building a multidisciplinary team<\/span><\/h4>\n<p><span class=\"s3\">To encourage the culture of having a product mindset \u2014 to understand the user, their needs, to experiment, test, build prototypes and foment a culture of iteration \u2013 you need a tight-knit team with varying skill sets. <\/span><\/p>\n<p><span class=\"s3\">Last year we <\/span><a href=\"https:\/\/digileaders.com\/digital-transformation-what-the-public-sector-needs-to-consider-in-2019\/\"><span class=\"s4\">talked about the importance of having the correct skills<\/span><\/a><span class=\"s3\"> in an organisation. But even with those skills, if the team isn\u2019t complementing each other and working efficiently, the speed of delivery and innovation suffers.<\/span><\/p>\n<p>It is important to create the correct blend of specialisms and a flexible mindset in teams by using\u00a0multi-disciplinary teams that consist of \u201cT-shape\u201d people; these are people who specialise in one or two areas but can work broadly across all aspects of a product while standing up for their disciplines and communicating their ideas.<\/p>\n<p>We have found that the <a href=\"https:\/\/zaizi.com\/our-thinking\/devsecops-public-sector-cultural-change\"><span class=\"s4\">Agile and DevSecOps approach<\/span><\/a><span class=\"s3\"> has always allowed us to move quickly and put value in front of users, whilst ensuring security is baked in from the start. <\/span><\/p>\n<p><span class=\"s3\">Any multidisciplinary team needs to be given<\/span><span class=\"s11\"> the support, tools, freedom and responsibility they need to come up with the right solutions and build better products.<\/span><\/p>\n<p><span class=\"s3\">Talented, settled teams perform well and improve together; giving slicker, faster outcomes and better innovation. <\/span><\/p>\n<hr \/>\n<p><a href=\"https:\/\/zaizi.com\/our-thinking\/digital-transformation-what-public-sector-needs-consider-2020\"><span class=\"s12\">Original article here<\/span><\/a><\/p>\n<p style=\"text-align: center;\"><span class=\"btn-container\"><a class=\"btn btn-md btn-primary\" href=\"#\">More thought leadership <i class=\"far fa-caret-right\"><\/i><wbr \/><\/a><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A new decade signals a new dawn in digital government.
