{"id":31665,"date":"2021-04-15T11:05:48","date_gmt":"2021-04-15T10:05:48","guid":{"rendered":"https:\/\/digileaders.com\/?p=31665"},"modified":"2021-04-15T11:56:07","modified_gmt":"2021-04-15T10:56:07","slug":"collaboration-how-will-we-promote-collaboration-and-drive-innovation","status":"publish","type":"post","link":"https:\/\/digileaders.com\/collaboration-how-will-we-promote-collaboration-and-drive-innovation\/","title":{"rendered":"Collaboration &#8211; How will we promote collaboration and drive innovation?"},"content":{"rendered":"<p><strong>John Jervis of IEG4 explores that whatever the future looks like, councils will need to adopt a culture of ongoing iteration and a digital groundwork that enables innovation whilst encouraging collaboration<\/strong><\/p>\n<div>\n<p><span data-contrast=\"auto\">The current crisis, which came in addition to\u00a0<\/span><span data-contrast=\"auto\">the\u00a0<\/span><span data-contrast=\"auto\">changing demographics and economic pressures\u00a0<\/span><span data-contrast=\"auto\">that\u00a0<\/span><span data-contrast=\"auto\">are constantly raising new challenges for public services,\u00a0<\/span><span data-contrast=\"auto\">starkly showed that\u00a0<\/span><span data-contrast=\"auto\">nobody can accurately predict what their own organisations will face in the future<\/span><span data-contrast=\"auto\">. The ones that responded best were the ones that were\u00a0<\/span><span data-contrast=\"auto\">inventive\u00a0<\/span><span data-contrast=\"auto\">and agile\u00a0<\/span><span data-contrast=\"auto\">in developing new behaviours and solutions.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Even at the height of the crisis, we saw that all councils needed to do most of the same things as other councils\u00a0<\/span><span data-contrast=\"auto\">in\u00a0<\/span><span data-contrast=\"auto\">response to the new situation. It was perhaps Plato who said th<\/span><span data-contrast=\"auto\">at<\/span><span data-contrast=\"auto\">\u00a0necessity is the mother of invention \u2013 and being inventive was something we saw again and again in relation to public service provision in the last few months.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In recent years, we have seen the beginning of change with respect to sharing systems and software. More and more suppliers are\u00a0<\/span><span data-contrast=\"auto\">enabling local authorities to create \u2018apps\u2019 which they can share with other organisations and to pick and choose \u2018apps\u2019\u00a0<\/span><span data-contrast=\"auto\">to use\u00a0<\/span><span data-contrast=\"auto\">which other organisations have created.<\/span><span data-contrast=\"auto\">\u00a0One example is\u00a0<\/span><span data-contrast=\"auto\">my own company\u2019s<\/span><span data-contrast=\"auto\">\u00a0(IEG4)\u00a0<\/span><a href=\"https:\/\/www.ieg4.com\/local-government-as-a-platform\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">Local Government as a Platform, or LGaaP<\/span><\/a><span data-contrast=\"none\">.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">During the height of the response to the COVID crisis, our customers were able to collaborate and share developments in their response to new demands for digital solutions. Sharing meant that different councils could innovate on ways to meet different solutions<\/span><span data-contrast=\"auto\">, demonstrating that collaboration meant more innovation<\/span><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Underlying all this, is the fact that digital transformation is not about technology; it is about a readiness to innovate, deal with cultural change and create new services to cope with emerging challenges.\u00a0<\/span><span data-contrast=\"auto\">And to collaborate.\u00a0<\/span><span data-contrast=\"auto\">However, it\u00a0<\/span><span data-contrast=\"auto\">must\u00a0<\/span><span data-contrast=\"auto\">draw on the capabilities of technology, and the\u00a0<\/span><span data-contrast=\"auto\">best<\/span><span data-contrast=\"auto\">\u00a0customer engagement system<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">\u00a0provide an array of capabilities, giving local government great scope to design solutions to those challenges.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Along with this is the increased emphasis on agile development techniques, in which teams do not begin with a detailed specification of the desired solution but identify a desired outcome and develop the solution through a series of iterations. It is about failing fast, establishing what works and moving onto the next stage.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">A<\/span><span data-contrast=\"auto\">t<\/span><span data-contrast=\"auto\">\u00a0IEG4, o<\/span><span data-contrast=\"auto\">ur approach is that, whilst councils do like to do things their own way, which means there is, inevitably, some reinvention of the wheel going on \u2013 it is also true that more and more councils are happy to share. And through IEG4U, IEG4\u2019s customer portal, they are able to make forms they\u2019ve built for \u2018things\u2019 (see above) available for other councils to see,\u00a0<\/span><span data-contrast=\"auto\">customise\u00a0<\/span><span data-contrast=\"auto\">and\u00a0<\/span><span data-contrast=\"auto\">use<\/span><span data-contrast=\"auto\">. Additionally, IEG4\u2019s own free library of forms numbers around 100, which is also available to all customers on the portal. This means that, from day one, users have access to a library of in excess of 250 forms.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">So, this really is \u2018Council in a box\u2019, and represents an opportunity for local authorities to make a step change forward with their digital strategies, wherever they are in the journey. This may be to get started on a coherent digital strategy, or to pull a number of disparate departmental approaches together.\u00a0<\/span><span data-contrast=\"auto\">It may be to get a head-start on a response to a critical situation.\u00a0<\/span><span data-contrast=\"auto\">Because not only do councils get access to the forms, but also\u00a0<\/span><span data-contrast=\"auto\">because\u00a0<\/span><span data-contrast=\"auto\">the forms share the same coherence, the same look and feel \u2013 it\u00a0<\/span><span data-contrast=\"auto\">makes it\u00a0<\/span><span data-contrast=\"auto\">easier for citizens accessing the council to recognise and navigate through a form. And if citizens find it easier to use online services, then channel shift, digital transformation, really does happen.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Whatever the future looks like, l<\/span><span data-contrast=\"auto\">ocal authorities and other service organisations will have to reinvent their roles and focus on different outcomes for the public, with an emphasis on the roots of societal problems. This needs a culture of ongoing iteration that is ready to grasp the opportunities offered by changes in technology.
