{"id":33739,"date":"2022-07-28T10:29:00","date_gmt":"2022-07-28T09:29:00","guid":{"rendered":"https:\/\/digileaders.com\/?p=33739"},"modified":"2023-07-18T12:04:11","modified_gmt":"2023-07-18T11:04:11","slug":"using-artificial-intelligence-for-social-impact","status":"publish","type":"post","link":"https:\/\/digileaders.com\/using-artificial-intelligence-for-social-impact\/","title":{"rendered":"Using artificial intelligence for social impact"},"content":{"rendered":"<div class=\"rich-text\">\n<p data-block-key=\"ygy7b\">There\u2019s a flurry of excitement about modern developments in artificial intelligence (AI).<\/p>\n<p data-block-key=\"9rpfc\">The arrival of powerful\u00a0<a href=\"https:\/\/openai.com\/blog\/dall-e\/\" target=\"_blank\" rel=\"noopener\">image generators<\/a>,\u00a0<a href=\"https:\/\/www.deepmind.com\/publications\/a-generalist-agent\" target=\"_blank\" rel=\"noopener\">AI agents able to perform multiple tasks<\/a>\u00a0or seemingly (to some) sentient chatbots are an exciting prospect for\u00a0<a href=\"https:\/\/www.nesta.org.uk\/blog\/the-protein-and-the-social-worker-how-machine-learning-can-help-us-tackle-societys-biggest-challenges\/\" target=\"_blank\" rel=\"noopener\">data scientists that use machine learning to tackle big societal challenges<\/a>\u00a0in areas such as health, education and the environment.<\/p>\n<p data-block-key=\"6b5ig\">One of the unofficial remits of AI is to \u201csolve intelligence and then solve everything else\u201d. We have to assume that \u201csolving\u201d would include reducing inequalities in education, tackling obesity and decarbonising our homes. Are we about to get AI systems that could help us solve these problems?<\/p>\n<p data-block-key=\"6b5ig\">\n<\/div>\n<h3 class=\"streamfield__heading\">Industrialised AI<\/h3>\n<div class=\"rich-text\">\n<p data-block-key=\"ygy7b\">The dominant model for AI is an industrial one. It trains deep, artificial networks on large volumes of web and social media data. These networks learn predictive patterns and can be useful for perception jobs such as identifying a face in a photo. They are good for tasks that don\u2019t have human input or where we are not interested in understanding why someone made a choice, such as liking a social media post.<\/p>\n<p data-block-key=\"72jdg\">The large technology companies developing these systems use them to predict relevant search engine results, what social media content is most engaging and to make recommendations that could result in a purchase. This helps these companies build more engaging and profitable websites and apps.<\/p>\n<p data-block-key=\"f4a7l\">But when it comes to social impact sectors, data is scarce, explanation is more important than prediction and making mistakes could cost lives.<\/p>\n<p data-block-key=\"f4a7l\">\n<\/div>\n<h3 class=\"streamfield__heading\">An absence of data in the social sector<\/h3>\n<div class=\"rich-text\">\n<p data-block-key=\"ygy7b\">Our societies face big challenges:\u00a0<a href=\"https:\/\/www.nesta.org.uk\/fairer-start\/\" target=\"_blank\" rel=\"noopener\">a widening outcome gap<\/a>\u00a0between the poorest children and the rest;\u00a0<a href=\"https:\/\/www.nesta.org.uk\/healthy-life\/\" target=\"_blank\" rel=\"noopener\">growing obesity rates<\/a>; the need to\u00a0<a href=\"https:\/\/www.nesta.org.uk\/sustainable-future\/\" target=\"_blank\" rel=\"noopener\">urgently reduce household emissions<\/a>. AI systems such as those described above could help tackle these challenges by mapping the problems and targeting solutions. Unfortunately, this is easier said than done.<\/p>\n<p data-block-key=\"9ppas\">Search engines and social networking sites generate vast amounts of standardised data that is highly predictive of relevant outcomes. By contrast, social impact sectors such as education and health comprise hundreds or thousands of organisations (local authorities, hospitals or schools) each collecting small, incomplete and disconnected datasets. Social media or search engine data that could be relevant for improving outcomes in health (the food adverts different groups are exposed to, for example) or education (which social network structures increase community resilience and social mobility) are expensive or impossible to access. Even if it were possible, it\u2019s likely they would provide a biased view of the situation,\u00a0<a href=\"https:\/\/www.wiley.com\/en-gb\/The+Uncounted-p-9781509536016\" target=\"_blank\" rel=\"noopener\">excluding or underrepresenting some vulnerable groups<\/a>.<\/p>\n<p data-block-key=\"eqtua\">Of course data gaps could be overcome by investing in data collection, standardisation and integration. But even if we did this, training massive deep learning models on these data and using them to make predictions at scale might not be a good idea. Here\u2019s why.<\/p>\n<p data-block-key=\"eqtua\">\n<\/div>\n<h3 class=\"streamfield__heading\">Model risks<\/h3>\n<div class=\"rich-text\">\n<p data-block-key=\"ygy7b\">There are important mismatches between the outputs generated by industrial AI models and the context of social impact sectors. Trying to apply one to the other is like taking a self-driving car trained in the suburbs of Arizona into the dense and busy streets in the centre of a European city. There will be accidents.<\/p>\n<\/div>\n<div class=\"blockquote\">\n<div class=\"blockquote__container\">\n<blockquote class=\"blockquote__item\">\n<p class=\"blockquote__quote\">&#8220;Trying to apply industrial AI to the context of social impact sectors is like taking a self-driving car trained in the suburbs of Arizona into the dense and busy streets in the centre of a European city. There will be accidents.&#8221;<\/p>\n<\/blockquote>\n<\/div>\n<\/div>\n<div class=\"rich-text\">\n<p data-block-key=\"ygy7b\">First,\u00a0<a href=\"https:\/\/www.economist.com\/open-future\/2019\/12\/18\/dont-trust-ai-until-we-build-systems-that-earn-trust\" target=\"_blank\" rel=\"noopener\">industrial AI models lack robustness<\/a>: they often fail to generalise to situations outside of their training set. This is a problem in sectors such as health whose composition and behaviour change over time, degrading the quality of an AI system\u2019s predictions, perhaps drastically. We saw this at the beginning of the Covid-19 pandemic, when the sudden economic and social shock caused by the pandemic\u00a0<a href=\"https:\/\/www.mckinsey.com\/business-functions\/quantumblack\/our-insights\/leaderships-role-in-fixing-the-analytics-models-that-covid-19-broke\" target=\"_blank\" rel=\"noopener\">disrupted many machine learning and analytics models trained on historical data<\/a>.<\/p>\n<p data-block-key=\"fedp1\">Second, deep learning models are effective at generating predictions, but not explanations. They infer patterns from data\u00a0<a href=\"https:\/\/bdtechtalks.com\/2021\/03\/15\/machine-learning-causality\/\" target=\"_blank\" rel=\"noopener\">which are correlational rather than causal<\/a>. Unfortunately, without explanations for a decision, people working in public services become disempowered and can lose their agency and ability to understand or challenge high-stakes decisions. It also becomes harder to interpret the outputs of the model in order to determine that it is working.<\/p>\n<p data-block-key=\"fedp1\">\n<\/div>\n<h3 class=\"streamfield__heading\">Ethical risks<\/h3>\n<div class=\"rich-text\">\n<p data-block-key=\"ygy7b\">We know that some AI systems can entrench discrimination in the organisations that adopt them,\u00a0<a href=\"https:\/\/rss.onlinelibrary.wiley.com\/doi\/full\/10.1111\/j.1740-9713.2016.00960.x\" target=\"_blank\" rel=\"noopener\">for example by predicting that groups that have been historically discriminated against are more likely to commit crimes<\/a>.<\/p>\n<p data-block-key=\"df06l\">Even systems designed to generate fair predictions can still generate\u00a0<i>unjust<\/i>\u00a0outcomes. For example, they might prioritise helping an exploitative organisation to reduce costs at the expense of service quality. An example of this is that predictive AI systems might favour \u201ctargeting interventions\u201d that directly achieve an outcome\u00a0<a href=\"https:\/\/proceedings.mlr.press\/v81\/barabas18a\/barabas18a.pdf\" target=\"_blank\" rel=\"noopener\">(eg, denying bail to individuals who are predicted to be at high risk of reoffending)<\/a>\u00a0instead of deeper interventions that might be possible with causal knowledge about the drivers of that outcome (eg, support interventions that mitigate the risk of reoffending in the first place).<\/p>\n<p data-block-key=\"df06l\">\n<\/div>\n<h3 class=\"streamfield__heading\">Political risks<\/h3>\n<div class=\"rich-text\">\n<p data-block-key=\"ygy7b\">The complexity of social challenges makes them difficult to tackle. There is disagreement about the goals we want to achieve and the methods for achieving them. This issue is often seen in the debate about the role of technological versus behavioural change when it comes to reaching sustainability goals. Any technical system that skews debates towards particular types of values or interventions should be approached carefully. There is evidence that\u00a0<a href=\"https:\/\/arxiv.org\/abs\/2106.15590\" target=\"_blank\" rel=\"noopener\">Industrial AI systems tend to prioritise certain values<\/a>\u00a0such as efficiency at the expense of others such as transparency or participation. When deployed, they could embed these values into organisational infrastructure and processes that could be hard to change down the line.\u00a0<a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3786377\" target=\"_blank\" rel=\"noopener\">They could also centralise decision-making and reduce the scope for democratic debate, accountability and experimentation.<\/a><\/p>\n<p data-block-key=\"90uau\">Together, these factors make industrialised AI systems less suitable for sectors where there is a diversity of values and a variety of changing factors.<\/p>\n<p data-block-key=\"90uau\">\n<\/div>\n<h3 class=\"streamfield__heading\">Craft AI<\/h3>\n<div class=\"rich-text\">\n<p data-block-key=\"ygy7b\">All of this is not to say that data science and machine learning have nothing to contribute to social impact sectors. They can be very valuable \u2013 if they are deployed following a different approach that takes the sector\u2019s context into account. We call it craft AI and it has the following features.<\/p>\n<ul>\n<li data-block-key=\"85cd2\">It is able to work with smaller, messier data and is\u00a0<a href=\"https:\/\/arxiv.org\/pdf\/2202.04560.pdf\" target=\"_blank\" rel=\"noopener\">as focused on documenting, curating and exploring as it is in training models<\/a>.<\/li>\n<li data-block-key=\"cs298\">It uses, where necessary, models that are robust, interpretable and explainable. Given the social nature of many of the decisions it seeks to inform, it keeps human decision makers in the loop instead of automating their roles.<\/li>\n<li data-block-key=\"3odho\">It seeks to\u00a0<a href=\"https:\/\/arxiv.org\/abs\/2007.04068\" target=\"_blank\" rel=\"noopener\">democratise access to data and AI methods<\/a>\u00a0so that they can be deployed by a more diverse set of organisations and communities.<\/li>\n<li data-block-key=\"etit2\">Its goals are not merely to improve the efficiency of social impact sectors as they exist today,\u00a0<a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/2053951717736335\" target=\"_blank\" rel=\"noopener\">but to potentially transform them in a way that improves outcomes and makes them more just<\/a>.<\/li>\n<li data-block-key=\"51cbv\">It is humble, open and collaborative,\u00a0<a href=\"https:\/\/data.org\/news\/interdisciplinarity-matters-data-science-social-impact\/\" target=\"_blank\" rel=\"noopener\">recognising the value of other disciplines<\/a>\u00a0and perspectives and that data interventions are sometimes (often) not the right tool to tackle a societal challenge.<\/li>\n<\/ul>\n<p data-block-key=\"42kvf\">These ideas are inspired by the work of a wide range of communities including data scientists for social impact, researchers in areas such as causal and participatory machine learning, critical studies of AI, responsible and inclusive innovation and data justice. Many of these ideas have been put forward in response to the ethical risks raised by industrialised AI models and as an opportunity to overcome technical barriers that might prevent us from developing truly general-purpose and trustworthy AI systems.<\/p>\n<p data-block-key=\"20f22\">Craft AI is likely to be slower, more complex, localised and less scalable than industrialised AI. It also requires more human involvement.
