{"id":34095,"date":"2023-01-23T12:03:47","date_gmt":"2023-01-23T12:03:47","guid":{"rendered":"https:\/\/digileaders.com\/?p=34095"},"modified":"2023-01-26T12:51:54","modified_gmt":"2023-01-26T12:51:54","slug":"blended-supervision-could-accelerate-data-driven-intelligence-application-in-the-probation-service","status":"publish","type":"post","link":"https:\/\/digileaders.com\/blended-supervision-could-accelerate-data-driven-intelligence-application-in-the-probation-service\/","title":{"rendered":"Blended Supervision could accelerate data-driven intelligence application in the Probation Service"},"content":{"rendered":"<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">The rollout of Blended Supervision to\u00a0community-based\u00a0probation services in April 2022 has already significantly impacted day-to-day operations\u00a0for the Probation Service.\u00a0Much like\u00a0under national standards, Blended Supervision established\u00a0a\u00a0baseline\u00a0delivery\u00a0model, based on the\u00a0risks\u00a0and needs of the\u00a0Person on Probation\u00a0(POP),\u00a0it\u00a0codifies\u00a0the\u00a0minimum engagement\u00a0expected in\u00a0the\u00a0first\u00a012 weeks.\u00a0<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">Early feedback is positive\u00a0and\u00a0there is hope that it can continue to provide a structure that makes the first three months of every probation journey more predictable,\u00a0safer\u00a0and less stressful for both Probation Practitioners and People on Probation.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">Probation Practitioners (PPs) and those supporting them can now more clearly identify where the Probation Service\u2019s scarcest resources (time, in-person meetings, support service referrals)\u00a0are required, based upon\u00a0current\u00a0caseload and staffing levels.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">If we\u00a0go a step further and\u00a0view\u00a0the\u00a0realised benefits of\u00a0the Blended Supervision model\u00a0through\u00a0a\u00a0data analysis lens,\u00a0there is significant potential for\u00a0more responsive resource planning.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">Data gathering, insight generation and the development of machine\u00a0learning to inform the Probation journey,\u00a0have\u00a0often\u00a0historically been\u00a0viewed as more aspirational than deliverable.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">Successful rehabilitation is, and always has been,\u00a0rooted in the relationship between\u00a0Probation\u00a0Practitioner and the POP.\u00a0Utilising\u00a0expertise and professional judgement\u00a0to\u00a0balance both risk management\u00a0and rehabilitative interventions\u00a0is not something that\u00a0can be reduced to a simple algorithm. Using\u00a0Blended Supervision\u00a0as an example,\u00a0the\u00a0minimum set of expectations\u00a0doesn\u2019t, and shouldn\u2019t, replace professional judgement.\u00a0There are, however, huge opportunities\u00a0in\u00a0creating\u00a0an evidence base\u00a0that\u00a0identifies\u00a0best practice\u00a0and\u00a0supports\u00a0development of\u00a0appropriate and effective applications of data,\u00a0for both operational\u00a0and workforce planning.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">Given ongoing resourcing pressures,\u00a0ensuring Probation Practitioners have the most effective\u00a0evidence\u00a0to support their decisions will become increasingly valuable. While a computer cannot read a room, it can analyse trends that can flag a hidden risk factor for examination. It could offer historic success rates of\u00a0sequencing\u00a0interventions in\u00a0one order vs. another, or simply offer a snapshot of available services based on keywords in a POP\u2019s file,\u00a0matrixed by suitability or distance from home address.\u00a0<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">There are many possibilities, all of which are impacted by\u00a0another\u00a0limiting factor, data quality.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">Unwieldly legacy systems,\u00a0gaps in data post-reunification\u00a0and\u00a0data protection\u00a0concerns\u00a0are just the beginning of the challenge when it\u00a0comes to collecting and working with\u00a0data in the criminal justice space.\u00a0\u00a0It is\u00a0therefore\u00a0understandable\u00a0that\u00a0using data\u00a0intelligence and modelling to support\u00a0probation\u00a0service delivery has\u00a0sometimes\u00a0required\u00a0disproportionately more effort than the results merit.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">A year\u00a0after reunification,\u00a0changing\u00a0attitudes\u00a0and increased availability of technology within probation delivery\u00a0makes this\u00a0the\u00a0right time to\u00a0revisit the data intelligence conversation.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">The\u00a0codified,\u00a0time-bound nature of the Blended Supervision model\u00a0offers a\u00a0new beginning for data harvesting, effectively passing every individual POP through the same\u00a0set of conditions over the first three months of their community sentence.\u00a0If captured,\u00a0this could provide, in a relatively\u00a0short time period, a\u00a0high-quality\u00a0evidence\u00a0base\u00a0upon which to build compelling insights on the early probation journey. The allocation of risk and tier levels\u00a0is\u00a0also a simple methodology by which the data could be anonymised whilst maintaining enough specificity to be useful.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">Acting now would see the Probation Service empowering itself with data it already owns and organically generates.\u00a0The\u00a0time taken to\u00a0identify\u00a0what\u00a0must be extracted,\u00a0to\u00a0build\u00a0a usable data\u00a0model\u00a0describing\u00a0adherence and variation to\u00a0Blended Supervision, POP\u00a0compliance and breach\u00a0patterns,\u00a0will\u00a0provide useful insights and management information\u00a0in a\u00a0relatively\u00a0short\u00a0time.\u00a0And, in\u00a0the medium term,\u00a0it\u00a0can be linked to\u00a0ongoing compliance and\u00a0reoffending data.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">Above and beyond the\u00a0immediate internal uses of these simple insights, making an anonymised version of this data available to trusted partners, such as\u00a0academic researchers, policy makers and data\u00a0innovators, could deliver\u00a0valuable\u00a0longer-term insights\u00a0on the local,\u00a0regional\u00a0and national level.\u00a0<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-GB\" data-contrast=\"auto\">Blended Supervision, as it stands, is showing real potential as an effective delivery process, and could be the key to the Probation Service dramatically accelerating its data success story.\u00a0<\/span><\/p>\n<hr \/>\n<p>Originally <a
