{"id":35646,"date":"2024-11-07T12:45:53","date_gmt":"2024-11-07T12:45:53","guid":{"rendered":"https:\/\/digileaders.com\/?p=35646"},"modified":"2024-11-25T13:21:14","modified_gmt":"2024-11-25T13:21:14","slug":"poor-data-is-holding-back-transparency-on-the-reporting-of-public-procurement","status":"publish","type":"post","link":"https:\/\/digileaders.com\/poor-data-is-holding-back-transparency-on-the-reporting-of-public-procurement\/","title":{"rendered":"Poor data is holding back transparency on the reporting of public procurement"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">With the public sector spending \u00a3400Bn per annum, and the need to deliver more for less across local, regional and national government, the need to better understand how money is being spent puts good data at the heart of improving the process.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Reasons for this include the ability to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Monitor procurement markets and trends: Governments can describe spending and time trends, and compare performance across entities, regions, contract types, etc.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Use data to assist procurement policy-making: Governments can assess efficiency gaps to identify areas for reform, monitor the impact of new policies, and understand potential trade-offs of different strategies; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">have transparency and accountability: Good data means civil society can monitor the procurement system.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Another important outcome of good data is to understand where the opportunities for innovation lie through identifying where procurement-powered innovation has created new value, whether it\u2019s through open innovation challenge calls or other means.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Our partners at IPEC Research, a centre funded by the Innovation Procurement Empowerment Centre, commissioned a paper through experts from the University of Manchester to review procurement data and they have identified some key barriers affecting the transparency of public procurement information in the UK, including data quality issues such as lack of unique identifiers, duplicated records, inconsistent dates, and missing data fields.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The paper which you can download <\/span><a href=\"https:\/\/digileaders.com\/wp-content\/uploads\/2024\/11\/Research-brief-N3_Data-quality-and-transaprency.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400;\">, found there is a real need for improvements in data collection, quality, and availability in public procurement.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The research found challenges in ensuring transparency in UK public procurement Data including:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The lack of unique identifiers;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">duplicated records;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">inconsistencies in contract dates; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">incomplete data fields.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Of course, this poor data impedes our ability to monitor procurement processes effectively. These challenges hinder transparency, accountability, and data-driven decision-making in public <\/span><span style=\"font-weight: 400;\">procurement.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The research identifies the key issues as being:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Data Quality: The absence of a centralised portal for procurement information leads to<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">duplication and inconsistencies. Different platforms are used to publish tender notices, but they are not integrated, and there are no unique identifiers across platforms;\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Missing Data: Key procurement information such as contract dates and values is often<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">incomplete, and there is no systematic tracking of suppliers during the bidding process; and\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Inconsistent Workflow Tracking: It is difficult to trace the full life cycle of procurement from pre-information notices to contract payments due to unlinked data across stages.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The upcoming Procurement Regulation Act aims to address some of these issues by<\/span><\/p>\n<p><span style=\"font-weight: 400;\">centralising data platforms and introducing supplier registration systems, which will improve data consistency and traceability.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">So it looks like improved data management is critical for enhancing competition, transparency, and public accountability in procurement processes.
