Is it a solution to the challenges of AI governance, or a ticking time bomb? You\u2019ll even find dedicated chapters on open-source AI in regulation reports, like the ones in <a class=\"pTSsSJsLzRLkMbyTaIxqYJTfuyzbqtZqJVgQ \" href=\"https:\/\/demos.co.uk\/wp-content\/uploads\/2023\/10\/Open-Sourcing-the-AI-Revolution_Final-1.pdf\" target=\"_self\" rel=\"noopener\" data-test-app-aware-link=\"\">Demos\u2019 Open-Sourcing the AI Revolution<\/a>, a paper contributed to by <a class=\"pTSsSJsLzRLkMbyTaIxqYJTfuyzbqtZqJVgQ \" href=\"https:\/\/www.linkedin.com\/company\/pwc-uk\/\" data-test-app-aware-link=\"\">PwC UK<\/a>, which explores the pros and cons of open-source AI in today\u2019s regulatory environment. It\u2019s a hot topic for good reason.<\/p>\n<p id=\"ember53\" class=\"ember-view reader-text-block__paragraph\">I get it. There\u2019s a sense of optimism in the air\u2014perhaps too much. The idea that anyone, anywhere can access the most advanced AI models has a certain charm. You can picture the dream: start-ups competing against tech giants, academia flourishing with innovation, non-profits wielding AI to tackle climate change. But as we delve deeper into this movement, we face a pivotal question: Can we handle it?<\/p>\n<p>&nbsp;<\/p>\n<h3 id=\"ember54\" class=\"ember-view reader-text-block__paragraph\">Utopia or Dystopia? Can it be both<\/h3>\n<p id=\"ember55\" class=\"ember-view reader-text-block__paragraph\">Imagine a world where AI is open for all. Well, no need to imagine too hard\u2014we&#8217;re pretty much there. Meta\u2019s Llama models, for instance, have been downloaded over 400 million times, according to the <a class=\"pTSsSJsLzRLkMbyTaIxqYJTfuyzbqtZqJVgQ \" href=\"https:\/\/www.ft.com\/content\/397c50d8-8796-4042-a814-0ac2c068361f\" target=\"_self\" rel=\"noopener\" data-test-app-aware-link=\"\">Financial Times<\/a>. AI models, open-source or not, are fueling innovation at an unprecedented pace. In theory, this democratization levels the playing field. But there\u2019s a catch: &#8220;Technology is neither good nor bad; it\u2019s how we use it.&#8221; The reality is, not everyone uses it for good.<\/p>\n<p id=\"ember56\" class=\"ember-view reader-text-block__paragraph\">During a recent conversation with a developer at an AI governance conference, I was asked: Why wouldn\u2019t we want everyone to benefit from AI? With a grin, I answered: \u201cBecause we\u2019ve all seen Jurassic Park.\u201d We know what happens when control goes out the window, and AI is no different. It\u2019s a classic case of <em>\u201cjust because we can, doesn\u2019t mean we should.\u201d<\/em><\/p>\n<p>&nbsp;<\/p>\n<h3 id=\"ember57\" class=\"ember-view reader-text-block__paragraph\">What is this thing called Open Source AI<\/h3>\n<p id=\"ember58\" class=\"ember-view reader-text-block__paragraph\">One of the most significant recent strides in this field comes from the Open Source Initiative (OSI), which has unveiled its first <a class=\"pTSsSJsLzRLkMbyTaIxqYJTfuyzbqtZqJVgQ \" href=\"https:\/\/www.artificialintelligence-news.com\/news\/industry-leaders-back-open-source-ai-definition\/\" target=\"_blank\" rel=\"noopener\" data-test-app-aware-link=\"\">Open Source AI Definition (OSAID).<\/a> This groundbreaking framework, developed through extensive collaboration and feedback from global workshops, represents years of effort to provide a clear and practical approach to defining open-source AI.<\/p>\n<p id=\"ember59\" class=\"ember-view reader-text-block__paragraph\">The OSI\u2014widely acknowledged as a leading authority on open-source standards\u2014insists that open-source AI should come with four essential freedoms:<\/p>\n<p id=\"ember60\" class=\"ember-view reader-text-block__paragraph\">1. Use for Any Purpose \u2013 Individuals can use the system freely without permissions.<\/p>\n<p id=\"ember61\" class=\"ember-view reader-text-block__paragraph\">2. Study the System \u2013 Users must have access to see how the system works and inspect its components.<\/p>\n<p id=\"ember62\" class=\"ember-view reader-text-block__paragraph\">3. Modify as Needed \u2013 People should be able to modify the system to suit their purposes.<\/p>\n<p id=\"ember63\" class=\"ember-view reader-text-block__paragraph\">4. Share Freely \u2013 The modified or original version can be shared freely with others.<\/p>\n<p id=\"ember64\" class=\"ember-view reader-text-block__paragraph\">These freedoms are vital to ensuring that AI remains transparent and user-driven. According to Carlo Piana, OSI\u2019s board chair, \u201cThe co-design process that led to version 1.0 of the Open Source AI Definition was well-developed, thorough, inclusive, and fair.\u201d Piana believes that OSAID meets the standards of open-source defined in OSI\u2019s broader definition, fulfilling these foundational freedoms.<\/p>\n<p>&nbsp;<\/p>\n<h3 id=\"ember65\" class=\"ember-view reader-text-block__paragraph\">The peculiar case of a Llama ( not this jolly fellow)<\/h3>\n<div class=\"reader-image-block reader-image-block--resize\">\n<figure class=\"reader-image-block__figure\">\n<div class=\"ivm-image-view-model \">\n<div class=\"ivm-view-attr__img-wrapper \"><img loading=\"lazy\" decoding=\"async\" id=\"ember66\" class=\"ivm-view-attr__img--centered reader-image-block__img evi-image lazy-image ember-view alignleft\" src=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D4E12AQEsU0XvS_Quqw\/article-inline_image-shrink_1500_2232\/article-inline_image-shrink_1500_2232\/0\/1730144622240?e=1738195200&amp;v=beta&amp;t=7QS4_k8GehEhaD31dj125F64RRFIqBFhJ6byrTnwYFY\" alt=\"\" width=\"149\" height=\"223\" \/><\/div>\n<\/div><figcaption class=\"reader-image-block__figure-image-caption display-block full-width text-body-small-open t-sans text-align-center t-black--light\">Source UKposters<\/figcaption><\/figure>\n<\/div>\n<p id=\"ember67\" class=\"ember-view reader-text-block__paragraph\">Speaking of &#8220;open&#8221; AI, Meta\u2019s Llama models have been a breath of fresh air for many developers, offering an alternative to the &#8220;black box&#8221; models from the likes of OpenAI and Google. Yet, the Open Source Initiative (OSI) does not agree Llama is truly \u201copen-source.\u201d According to Stefano Maffulli, head of the Open Source Initiative (OSI), there is concern that the use of the term &#8220;open-source&#8221; is evolving. In an <a class=\"pTSsSJsLzRLkMbyTaIxqYJTfuyzbqtZqJVgQ \" href=\"https:\/\/www.ft.com\/content\/397c50d8-8796-4042-a814-0ac2c068361f\" target=\"_blank\" rel=\"noopener\" data-test-app-aware-link=\"\">interview with Financial Times<\/a>, Maffulli noted that the broader use of the term, as seen with Meta\u2019s Llama models, could create confusion about what &#8220;open-source&#8221; traditionally means.<\/p>\n<p id=\"ember68\" class=\"ember-view reader-text-block__paragraph\">While Meta provides developers access to download Llama models, some components, such as the training algorithms, remain closed, which raises questions about transparency. Maffulli highlighted the importance of maintaining clear definitions in the AI space to ensure that openness and trust continue to underpin the principles of open-source AI.<\/p>\n<p>&nbsp;<\/p>\n<h3 id=\"ember69\" class=\"ember-view reader-text-block__paragraph\">The double-edged sword<\/h3>\n<p id=\"ember70\" class=\"ember-view reader-text-block__paragraph\">Open-source AI can accelerate innovation and break down barriers, but there\u2019s a darker side too. The recent Demos report, <a class=\"pTSsSJsLzRLkMbyTaIxqYJTfuyzbqtZqJVgQ \" href=\"https:\/\/demos.co.uk\/research\/open-sourcing-the-ai-revolution-framing-the-debate-on-open-source-artificial-intelligence-and-regulation\/\" target=\"_blank\" rel=\"noopener\" data-test-app-aware-link=\"\">Open-Sourcing the AI Revolution<\/a>, highlights this dilemma clearly. As the paper outlines, the open-source movement historically argued that \u201cmaking the code available makes software transparent and therefore safer.\u201d However, open-source AI presents unique risks. The Demos paper notes that people can use open AI models to create new ones without guardrails\u2014potentially amplifying cybercriminal activity or spreading misinformation.<\/p>\n<p id=\"ember71\" class=\"ember-view reader-text-block__paragraph\">Take WormGPT, for example\u2014a generative model specifically built to assist cybercriminals. Advocates of open-source AI often point out that even closed systems are vulnerable, but this doesn\u2019t erase the risk. Criminals, too, can leverage open-source models to create havoc.<\/p>\n<p>&nbsp;<\/p>\n<h3 id=\"ember72\" class=\"ember-view reader-text-block__paragraph\">The path to control with regulation<\/h3>\n<p id=\"ember73\" class=\"ember-view reader-text-block__paragraph\">Of course, no discussion on this topic would be complete without addressing the \u201ccontrol\u201d factor. Can we really leave AI governance to the companies creating it? Meta\u2019s case is a prime example of why that\u2019s not always the best idea. Their claim of \u201ccommitting to open-source AI\u201d rings hollow when the reality of their licensing model limits competition and transparency. As Maffulli stated, Meta risks hampering the development of true, user-driven AI innovation.<\/p>\n<p id=\"ember74\" class=\"ember-view reader-text-block__paragraph\">It\u2019s clear we need guardrails. Governments will need to step in, as they have done in other industries. As outlined in the <a class=\"pTSsSJsLzRLkMbyTaIxqYJTfuyzbqtZqJVgQ \" href=\"https:\/\/demos.co.uk\/research\/open-sourcing-the-ai-revolution-framing-the-debate-on-open-source-artificial-intelligence-and-regulation\/\" target=\"_blank\" rel=\"noopener\" data-test-app-aware-link=\"\">Demos paper,<\/a> there\u2019s a growing consensus that &#8220;open-source AI is not without risks.&#8221; While companies should drive innovation, policymakers must ensure that AI&#8217;s deployment is safe, transparent, and equitable. As the report emphasizes, we may need to rethink how open-source AI fits into regulation frameworks, and how we balance innovation with control.<\/p>\n<p id=\"ember75\" class=\"ember-view reader-text-block__paragraph\">And that\u2019s really what it comes down to: balance. We can enjoy the benefits of open-source AI while being cautious about how it\u2019s used and who gets to use it. If we want AI to work for everyone\u2014and not just a select few\u2014we must ensure it\u2019s built on foundations of responsibility, fairness, and most importantly, safety.<\/p>\n<p>&nbsp;<\/p>\n<h3 id=\"ember76\" class=\"ember-view reader-text-block__paragraph\">So, where do we go from here?<\/h3>\n<p id=\"ember77\" class=\"ember-view reader-text-block__paragraph\">Well, in true AI fashion, we need a mix of data-driven insights, regulatory foresight, and\u2014let\u2019s not forget\u2014a healthy dose of human common sense. Open-source AI has the potential to be the key to a brighter, more equitable future. But only if we get it right. And that\u2019s a challenge worth tackling.
