Where would we be without it? Data is, after all, the backbone of every organisation. As we continue to build and enhance technology for operational tasks, our need for data is only going to increase. In this blog I will show you how to map where your organisation is on its data journey. But first, let me explain why managing data isn\u2019t a new challenge for any of us.\u00a0\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>Data management in the UK\u2019s public sector<\/h3>\n<p><span style=\"font-weight: 400;\">The UK\u2019s Data.gov.uk open data portal was launched in 2010 to facilitate data sharing between government departments and the public. It remains the cornerstone of the UK\u2019s open data initiatives, however ensuring data quality and consistency across organisation remains a challenge. In 2019, the <\/span><a href=\"https:\/\/www.nao.org.uk\/wp-content\/uploads\/2019\/06\/Challenges-in-using-data-across-government.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">National Audit Office reported<\/span> <span style=\"font-weight: 400;\">that<\/span><\/a><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Data is not seen as a priority within the government.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The importance of investing in quality data needs to be better understood.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">There is a culture of tolerating and working around poor-quality data.\u00a0\u00a0<\/span><\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-35755 size-large\" src=\"https:\/\/digileaders.com\/wp-content\/uploads\/2025\/01\/Timeline-chart.pptx-1024x576.png\" alt=\"\" width=\"1024\" height=\"576\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Since then, we have seen a series of government initiatives designed to encourage a different approach to data. But as AI feeds our thirst for data, I wonder whether we have a larger data mountain to climb now than we did back in 2010.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Digital Decarbonisation organisation estimates<\/span> <span style=\"font-weight: 400;\">that <\/span><a href=\"https:\/\/digitaldecarb.org\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">up to 65% of data generated is never used<\/span><\/a><span style=\"font-weight: 400;\">, and up to 15% needs to be updated.\u00a0 Shockingly, they predict that the data industry will account for more carbon emissions than the automation and aviation sectors combined.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The challenges faced by the public sector are not unique. Most organisations need to pay more attention to the true value that data management brings. It\u2019s too easy to pursue a digital-first, data-second strategy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A digital-first strategy risks constraining how to get the most from data and often results in data duplication, inconsistencies and data quality issues. It\u2019s less efficient and more costly than creating a considered digital and data approach.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3>How much could poor data management cost your business?<\/h3>\n<p><span style=\"font-weight: 400;\">In 1998,<\/span> <span style=\"font-weight: 400;\">the <\/span><a href=\"https:\/\/dl.acm.org\/doi\/abs\/10.1145\/269012.269025\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">costs associated with dealing with data quality<\/span><\/a><span style=\"font-weight: 400;\"> issues were estimated at 8-12% of an organisation\u2019s revenue. Two decades later, <\/span><a href=\"https:\/\/www.gov.uk\/government\/news\/hidden-costs-of-poor-data-quality#:~:text=The%20costs%20of%20poor%20data%20quality&amp;text=The%20DAMA%20Data%20Management%20Body,on%20handling%20data%20quality%20issues.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">that estimate has increased<\/span><\/a><span style=\"font-weight: 400;\"> to anywhere from 10-30%. In monetary terms, Gartner estimates that <\/span><a href=\"https:\/\/brc.org.uk\/news\/customer\/the-cost-of-poor-data-quality\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">poor data quality, costs organisations<\/span><\/a><span style=\"font-weight: 400;\"> an average of \u00a310m annually. However, it can cost much more.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2022, Unity Software reported a revenue loss of $110m. The cause was ingesting bad customer data into its machine-learning algorithms. The company acknowledged it would take six months to fix the problem, and its stock dropped 37%.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even the smallest data issues can be costly. In 2023, thousands of UK flights were cancelled or delayed. Two identically named but separate waypoint markers caused air traffic control systems to enter a fail-safe mode, causing a deadlock. This extremely rare event is <\/span><a href=\"https:\/\/www.theguardian.com\/business\/2023\/sep\/06\/uk-air-traffic-failure-blamed-on-extremely-rare-circumstances-as-caa-opens-inquiry\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">estimated to have cost airlines up to \u00a3100m<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Where are you on the data journey?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The National Data Strategy and the associated Government Data Quality framework are comprehensive\u201497 questions, 10 topics, and 6 themes\u2014and useful tools.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In my experience, most organisations will score between 2 (emerging) and 3 (learning) maturity levels.
